How does cmte accomplish its purpose?*This committee is composed of recognized biomedical and/or behavioral research authorities who represent the forefront of research and technical knowledge and who provide evaluation and peer review of Institute laboratories and staff scientists in the following areas: Mechanisms of Development and Stem Cell Fate; Epithelial and Salivary Gland Biology and Dysfunction; Immunology, Inflammation, and Microbiology; Sensory Biology and Pain; Skeletal, Matrix, and Mechanobiology; and Human Craniofacial Genetics.
How is membership balanced?*The Board is composed of approximately 9 members with research interests and responsibilities paralleling those of the National Institute of Dental and Craniofacial Research. Members are outstanding authorities knowledgeable in the specialized fields of oral biology, periodontology, immunopathology, endocrinology, microbiology, infectious diseases and epidemiology. The advisory role of the Board is scientific and substantive. The Board, through periodic visits to the laboratories, assesses the research in progress and evaluates productivity and performance of staff scientists.
How frequent & relevant are cmte mtgs?*The Board met twice during this reporting period on the following dates 11/29/2023 and 6/4/2024. The Board holds approximately two meetings each year for the peer review of intramural laboratories on a rotating basis. The following laboratories were reviewed in FY24: Metabolic Bone Disorders Unit, Skeletal Biology Section, Adult Stem Cell Section, and the Functional Genomics Section . The chair of the Board routinely attends and reports to the NIDCR Advisory Council, meets with the Director of the Institute and with the Deputy Director of Intramural Research, NIH.
Why advice can't be obtained elsewhere?*The Board is composed of recognized biomedical research authorities from outside the NIH in order to secure unbiased and objective evaluation of intramural research programs. Their recommendations are invaluable because the complex nature of research in each laboratory requires a unique balance and breadth of expertise not available from NIH staff or from other established resources.
Why close or partially close meetings?The meetings of the Board of Scientific Counselors, National Institute of Dental and Craniofacial Research, were closed for the review, discussion, and evaluation of individual programs and projects conducted by the Institute, including consideration of personnel qualifications and performance, the competence of individual investigators, and similar items, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Section 552b(c)(6) of the Government in the Sunshine Act permits the closing of meetings where discussion could reveal personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Members: The Charter allows the Committee to have 9 authorized members. 4 members rotated off the committee (Hecht, Hargreaves, Selleri, and Weisman) and 3 members were onboarded (Abranches, Amendt, and Gaffen). Mary Reyland was reassigned as Chair.

Two laboratories were asked to focus their research more closely on studies that align with the NIDCR mission to study craniofacial/orofacial/dental biology and/or disorders, and both of these were recommended to be re-reviewed in 2 years instead of the usual 4. There were no recommendations associated with the other two laboratories.

NIH works toward that mission by conducting research in its own laboratories. Section 402(b)(9) of the Public Health Service Act states that “the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492.” Section 492(b) states that the “Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. The mission of the Board of Scientific Counselors is to assess the quality of the Institute’s intramural research programs and to evaluate the productivity and performance of intramural scientists and shall also, as requested by the Director, NIH, undertake peer review of extramural funding applications as required by section 492 of the Public Health Service Act, as amended.”
