How does cmte accomplish its purpose?*The committee is composed of both scientific and public members who provide the second level of peer review, advise on policy development, program implementation and evaluation, and research needs and opportunities of the Institute. The committee performed the second level of review for 4,635 grant applications requesting $7,752,382,886.
How is membership balanced?*The National Advisory Dental and Craniofacial Research Council is composed of not more than 18 appointed members with research interests and responsibilities paralleling those of the National Institute of Dental and Craniofacial Research. Two-thirds of the appointed members are scientists who are outstanding scientific authorities knowledgeable in the fields relevant to the activities of NIDCR, particularly representatives of the health and scientific disciplines in the areas of the study, diagnosis, treatment or prevention of dental, oral and craniofacial research. One-third of the appointed members are representatives of the general public with interests in public policy, law, health policy, economics and management. The Council will also consist of at least five nonvoting ex officio members which will include the Secretary; the Director, NIH; the Director, NIDCR; the Under Secretary for Health of the Department of Veterans Affairs or the Chief Dental Director of the Department of Veterans Affairs; the Assistant Secretary of Defense for Health Affairs (or their designees); and any additional officers or employees of the United States as the Secretary determines necessary for the Council to effectively carry out its functions.
How frequent & relevant are cmte mtgs?*The Council met three times during the fiscal year on the following dates 1/24/2024, 5/21-22/2024, 9/11/2024. The National Advisory Dental and Craniofacial Research Council provides advice on a continuing basis on the type of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Institute. It also provides ongoing review of the relevance and effectiveness of the existing programs.
Why advice can't be obtained elsewhere?*The National Advisory Dental and Craniofacial Research Council is composed of both scientific and public members who provide the second level of review for research grant applications; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The quality, scope, and balance of advice from this Council cannot be obtained from NIH staff or from other established sources. The membership of the Council is constituted to meet the specific requirements of the mandated mission of the Council and of the Institute.
Why close or partially close meetings?The meetings of the National Advisory Dental and Craniofacial Research Council were partially closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

The DFO and Decision Maker are the same person, the Director, Division of Extramural Activities, National Institute for Dental and Craniofacial Research. This is a small Institute and does not have the staff to separate these roles.

NIH Director: Dr. Monica Bertagnolli (former) term ended as an Ex Officio from the committee on 01/17/2025. Dr. Matthew J. Memoli (Acting) was appointed as an Ex Officio on 01/22/2025 and his term ended on 3/31/2025. Dr. Jayanta Bhattacharya (Current) was appointed as an Ex Officio on 4/01/2025.

HHS Secretary: Dr. Dorothy A. Fink (Acting) was appointed as an Ex Officio on 1/20/2025 and her term ended on 2/12/2025. Dr. Robert F. Kennedy Jr. (Current) was appointed as an Ex Officio on 2/13/2025.

Chair: Dr. Rena D'Souza officially retired and her term as an Ex Officio ended on 1/31/2025. Dr. Jennifer Webster-Cyriaque was appointed as an Ex Officio on 2/1/2025.

Dr.'s Slep and Nor were administratively extended to 5/29/2025.

The Charter allows the Committee to have 23 authorized members including but not limited to SGEs and Ex-Officios. The Charter authorizes five Ex-Officios (Secretary Kennedy Jr., Dr. Webster-Cyriaque, Dr. Bhattacharya, Dr. Hamilton, and one vacancy for the DOD) which equals to the total of 23 Max number of members.

Outcome CommentThe meetings of the National Advisory Dental and Craniofacial Research Council are structured to provide the members with an update on the portfolio of each program branch on an on-going basis. At each Council meeting the Institute Branches/Centers present portfolio information and descriptions of the relevance and effectiveness of the existing programs. Agency Feedback Comment*Information is provided to the public at the open session of each Council meeting through reports and the Director's update. The public can view information related to the Council through the Council's official website.Narrative Description*NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communications of medical and health sciences information. Section 492 of the Public Health Service Act states that The Secretary... shall by regulation require appropriate technical and scientific peer review of: (A) applications...; and (B) ...biomedical and behavioral research and development contracts..." The National Advisory Dental and Craniofacial Research Council provides second level peer review, makes recommendations for support of grants, contracts proposals, and cooperative agreements; advises on policy development, program implementation and evaluation; and research needs of the Institute.
