How does cmte accomplish its purpose?*Section 492 of the PHS Act states that The Secretary...shall by regulation require appropriate technical and scientific peer review of -- (A) applications...; and (B) biomedical and behavioral research and development contracts... This Council is composed of both scientific and public members who provide the second level of peer review; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The National Deafness and Other Communication Disorders Advisory Council evaluated 4136 applications requesting $7,592,349,874 direct costs for the National Institute on Deafness and Other Communication Disorders (NIDCD). In addition, the Council reviewed the NIDCD's Research and Training programs, the activities of the Division of Intramural Research, and the Council Operating Procedures. The Council also advised the NIDCD regarding a large number of policy issues in its areas of responsibility.
How is membership balanced?*The Council will consist of not more than 18 members appointed by the Secretary (appointed members) and at least 6 non-voting ex officio members. The non-voting ex officio members will include the Secretary; the Director, NIH; the Director, NIDCD; the Under Secretary for Health of the Department of Veterans Affairs; the Assistant Secretary of Defense for Health Affairs (or their designees); and any additional officers or employees of the United States as the Secretary determines necessary for the Council to effectively carry out its functions. All appointed members must be eligible to serve as Special Government Employees (SGEs) and will serve as SGEs as defined by 18 U.S.C. § 202. Two-thirds of the appointed members will be selected from among the leading representatives of the health and scientific disciplines (including not less than 2 individuals who are leaders in the fields of public health and the behavioral or social sciences) relevant to the activities of NIDCD, particularly representatives of the health and scientific disciplines in the areas of deafness and other communication disorders. One-third of the appointed members will be appointed by the Secretary from the general public and will include leaders in the fields of public policy, law, health policy, economics, and management.
How frequent & relevant are cmte mtgs?*Meetings are held not less than three times each fiscal year. The Council conducted two meetings: May 8-9 and September 4-5. The National Deafness and Other Communication Disorders Advisory Council provides advice on a continuing basis on the type of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Institute. It also provides ongoing review of the relevance and effectiveness of the existing programs.
Why advice can't be obtained elsewhere?*The National Deafness and Other Communication Disorders Advisory Council is composed of both scientific and public members who provide the second level of review for research grant applications; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The quality, scope, and balance of advice from this Council cannot be obtained from NIH staff or from other established sources because the membership of the Council is constituted to meet the specific requirements of the mandated mission of the Council and of the Institute.
Why close or partially close meetings?The meetings of the National Deafness and Other Communication Disorders Advisory Council were partially closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council that includes program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH's funding principles, review of the project budget, assessment of the applicant's management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.

This Council is composed of both scientific and public members who provide the second level of peer review; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The National Deafness and Other Communication Disorders Advisory Council (NDCDAC) evaluated 4,135 applications requesting $7,592,349,874 in direct costs for the National Institute on Deafness and Other Communication Disorders (NIDCD). In addition, the Council reviewed the activities of the Division of Intramural Research, the Council Operating Procedures, and advised the Institute regarding policy issues in its areas of responsibility. The Council is charged with advising the Secretary; HHS and the Director, National Institute on Deafness and Other Communication Disorders, on matters relating to the conduct and support of research and research training, health information dissemination, and other programs related to normal and disordered communication processes. In addition, the Council makes recommendations on applications for grants and cooperative agreements for research and research training, and other programs related to normal and disordered communication processes, including diseases and disorders of hearing, balance, smell, taste, voice, speech, and language, and may recommend projects of high programmatic relevance. This mission is met effectively during the three meetings that are held each year. Council routinely evaluates the Strategic Plan of the NIDCD, proposed initiatives, and topics of special interest, including the development of future researchers through the use of research training and career development mechanisms, and the merit of using multi-project versus single-project research grant awards. The Council provides essential advice on which research and training applications should be awarded with Federal funds, and is careful to consider the strategic and programmatic needs of the public.
