How does cmte accomplish its purpose?*	This committee reviews research grant proposals that require a unique combination of reviewer expertise, e.g., for complex multidisciplinary projects and new areas of study, or that require standards of review different from those ordinarily applied by standing peer review committees because of project size, or that require expedited review.
How is membership balanced?*	The Committee has a fluid membership with members designated to serve for individual meetings rather than formally appointed for fixed terms of service. Membership include individuals representing the fields of health services research, including, but not limited to, basic biomedical and clinical disciplines, health care technology development and assessment, clinical, social, organizational, and information sciences.
How frequent & relevant are cmte mtgs?*	Meetings will be held as necessary as determined by the Designated Federal Official (DFO), who shall approve the agenda. A government official shall be present at all meetings. Review meetings may be conducted by assembly or by teleconference or mail ballot, as appropriate. These committee meetings are essential to the continuation of AHRQ's extramural program in health services research.
Why advice can't be obtained elsewhere?*	The members of the Panel are eminently qualified to carry out the duties of the Panel by virtue of their training or experience and fulfill the peer review required set forth by legislation. Due to the diversity and the short turn around time of these reviews, i.e., ad hoc grant reviews, no other source is available to handle the reviews.
Why close or partially close meetings?	SEP Meetings are closed. Portion of meetings may involved review, discussion, and evaluation of individual grant applications. These applications and the discussions of them are likely to reveal personal information concerning individuals associated with the applications.
Recommendation Remarks	The Agency does not currently have a website. 11 grants were reviewed in FY2024 (October 1, 2023 - September 30, 2024) and 19 grants were funded from July 2024 meetings and funded in March 2024. There were no grant applications funded in FY2024 for this panel. All grant meetings were held virtually.

Narrative Description*	The Agency offers grant funding to support projects that carry out its mission and strategic plan. The applications for funding are evaluated by this committee which assembles the appropriate scientific and technical expertise needed to render judgments about the relative merit of submitted applications. The Committee's judgments are articulated in written form and passed to the Agency decision-makers for determining which applications are to be funded.
