How does cmte accomplish its purpose?*Section 492 of the PHS Act states that The Secretary shall by regulation require appropriate technical and scientific peer review of -- (A) applications ...; and (B) biomedical and behavioral research and development contracts.... This Council is composed of scientific members who provide the second level of peer review; advise on policy development, program implementation and evaluation; and identify research needs and opportunities of the Institute. During this reporting period, the committee reviewed 6753 applications requesting $10,844,882,481 in direct costs.
How is membership balanced?*The Council will consist of 12 members appointed by the Secretary (appointed members) and at least 9 non-voting ex officio members. The non-voting ex officio members will include the Secretary; the Director, NIH; the Director, NIBIB; the Under Secretary for Health of the Department of Veterans Affairs; the Assistant Secretary of Defense for Health Affairs; the Director of the Centers for Disease Control and Prevention; the Director of the National Science Foundation; the Director of the National Institute of Standards and Technology (or their designees); the Commissioner of Food and Drug Administration (or their designees); and any additional officers or employees of the United States as the Secretary determines necessary for the Council to effectively carry out its functions. All appointed members must be eligible to serve as Special Government Employees (SGEs) and will serve as SGEs, as defined by 18 U.S.C. § 202. Of the 12 appointed members, six will be selected from among scientists, engineers, physicians, and other health professionals who represent disciplines in biomedical imaging and bioengineering and who are not officers or employees of the United States, and six will be selected from among scientists, engineers, physicians, and other health professionals who represent other disciplines and are knowledgeable about the applications of biomedical imaging and bioengineering in medicine, and who are not officers or employees of the United States.
How frequent & relevant are cmte mtgs?*The committee met three times during the fiscal year. The National Advisory Council for Biomedical Imaging and Bioengineering provides advice on a continuing basis on the types of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Institute.
Why advice can't be obtained elsewhere?*The National Advisory Council for Biomedical Imaging and Bioengineering is composed of scientific members who provide the second level of review for research grant applications; advise on policy development, program implementation and evaluation; and identify research needs and opportunities of the Institute. The quality, scope, and balance of advice from this Council cannot be obtained from NIH staff or from other established sources because the membership of the Council is constituted to meet the specific requirements of the mandated mission of the Council and of the Institute.
Why close or partially close meetings?The meetings of the National Advisory Council for Biomedical Imaging and Bioengineering were partially closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permits the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

In January 2025, Dr. Anna Taylor became Executive Secretary of the committee.

The charter allows the committee to have 21 authorized members, which includes SGEs and ex Officios. There are 9 members (including the 2 administrative extensions) and also 3 ex officios. There are 3 approved nominees in the onboarding process.

Kathryn Nightingale and Simon Cherry were extended for 180 days.

The January 2025 meeting was rescheduled for June 4, 2025, and will only be a closed session. The May 2025 meeting will also take place separately on June 4, 2025, and will consist of an open and closed session.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council that includes program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH's funding principles, review of the project budget, assessment of the applicant's management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.

The public can view information related to the Council through the council’s official website.Narrative Description*The Council will advise, assist, consult with, and make recommendations to the Secretary of Health and Human Services and the Director, National Institute for Biomedical Imaging and Bioengineering, on matters related to the activities carried out by and through the Institute and the policies respecting these activities. The Council may recommend to the Secretary, in accordance with section 231 of the PHS Act, as amended, acceptance of conditional gifts for study, investigation, or research respecting biomedical imaging and bioengineering, for the acquisition of grounds, or for the construction, equipping, or maintenance of facilities for the Institute. The Council may review applications for grants and cooperative agreements for research and training and recommend approval of applications for projects which show promise of making valuable contributions to human knowledge; may review any grant, contract, or cooperative agreement proposed to be made or entered into by the Institute; may collect, by correspondence or by personal investigation, information as to studies which are being carried on in the United States or any other country and, with the approval of the Director of NIBIB, make available such information through appropriate publications for the benefit of public and private health entities, health professions personnel and scientists, and for the information of the general public.
