How does cmte accomplish its purpose?*The Committee studies the prevailing rate system and other matters pertinent to the establishment of prevailing rates under subchapter IV, chapter 53, U.S.C., as amended, and from time to time, advises the Director, U.S. Office of Personnel Management, thereon. The Director considers Committee recommendations and, if determined to be appropriate, implements changes in Governmentwide policies through regulation or policy memoranda. The Committee also makes an annual report to OPM, including a summary of recommendations and other matters relevant to the establishment of prevailing rates.
How is membership balanced?*The Committee membership is composed of a Chairman, representatives from five labor unions holding exclusive bargaining rights for Federal blue collar employees, and representatives from five Federal agencies. Entitlement to membership on the Committee is provided for in 5 U.S.C. 5347.
How frequent & relevant are cmte mtgs?*The Committee schedules one public meeting each month. Depending on the amount of business on the committee’s agenda more or fewer meetings may be scheduled.
Why advice can't be obtained elsewhere?*The Committee provides an opportunity for those affected by the Federal Wage System - blue collar workers represented under exclusive recognition by labor organizations and agencies employing a significant number of blue collar workers - to participate directly in matters affecting the prevailing rate system and other matters pertinent to the establishment of prevailing rates. The mandate of the Committee is one of a continuing nature, until amended or revoked by appropriate act of Congress.

Recommendation RemarksThe Committee meets at the call of its Chair, who also is authorized, whenever they determine it to be in the public interest, to adjourn any such meeting.

The Chair of the Committee works on a part time hourly basis and spends this compensated time exclusively doing FPRAC related committee work. This is the Chair’s only compensation as a Federal employee. The FPRAC Chair also serves as a
Presidential appointee on the Federal Salary Council but does not receive compensation for this work.

FPRAC has 10 primary members and a Chair. There are also alternates who participate in the FPRAC discussions when the primary member is not available to attend a meeting. There are 26 alternate members reported in the database.
