How does cmte accomplish its purpose?*The National Council on the Arts is statutorily mandated to advise the Chair of the National Endowment for the Arts with respect to applications for financial assistance, and with respect to policies, programs and procedures of the agency. Since recommendations for funding and rejection must be reviewed by the Council at one of its meetings, its actions have a profound effect on the agency's operations. The application deadlines, panel meeting schedule, and grant award cycle all revolve around the actions taken by the Council. During FY24, the Council reviewed recommendations on approximately 7,202 applications, nominations, cooperative agreements, and interagency partnership agreements requesting approximately $386,103,514. More than 2,372 awards totaling in excess of $158,103,514 were recommended for funding.
How is membership balanced?*Voting members of the Council are appointed by the President, with confirmation by the U.S. Senate. By law, the private members are selected: (1) from among private citizens of the United States who are widely recognized for their broad knowledge of, or expertise in, or their profound interest in the arts and have established records of distinguished service or achieved eminence, in the arts; (2) so as to include practicing artists, civic cultural leaders, and (3) so as collectively to provide an appropriate distribution of membership among the major art fields. Due regard is given to equitable representation of women, minorities, and individuals with disabilities who are involved with the arts. In addition, as required by the agency's legislation, six members of Congress may be appointed by U.S. House and Senate leaders as ex officio members of the Council.
How frequent & relevant are cmte mtgs?*The Council normally meets three times per year. Meetings are scheduled in relation to decision points in acting on applications as well as program guidelines, budgets, and other policies and procedures that warrant Council advice.
Why advice can't be obtained elsewhere?*The Council is mandated by law to carry out its prescribed function.
Why close or partially close meetings?Meetings are closed or partially closed for review of nominations for the National Medal of Arts, pursuant to subsection (c)(6) of section 552b of Title 5, United States Code.
Recommendation RemarksCouncil member terms are generally six years. However, members serve until a replacement is appointed by the President and confirmed by the U. S. Senate. Replacements then serve the time remaining in the six-year term. Members also may resign before the end of the six-year term. If a Council member leaves before the completion of his or her term, the replacement member serves out the remainder of the six-year term. Congressional Council members generally are appointed for two-year terms concurrent with each two-year session of Congress (in January of odd-numbered years through December of even-numbered years). However, the beginning of their terms do not always coincide with the beginning of the Congressional sessions. In addition, they can be reappointed to their Council positions in the next session of Congress.

Outcome CommentIn FY24, the mission of the National Endowment for the Arts was to strengthen the creative capacity of our communities by providing all Americans with diverse opportunities for arts participation. The agency carried out this mission primarily by awarding grants that addressed its major goals of supporting public engagement with, and access to, various forms of excellent art across the nation; the creation of art that meets the highest standards of excellence; learning in the arts at all stages of life; and the integration of the arts into the fabric of community life. Many of these outcomes are achieved through the awarding of grants and cooperative agreements. Cost Savings CommentThe National Council on the Arts' primary responsibility is to provide guidance to the Chair for awarding grants. Although Council members receive updates on the Arts Endowment's proposed and current budgets and proposed application guidelines, and discuss policy issues, their recommendations are generally concerned with making recommendations for the expenditure of the agency's program funds and are not expected to result in any cost savings.Grants Review CommentAlmost all of the recommendations considered by the National Council on the Arts have previously been reviewed by advisory panels and staff. The National Council generally will follow the advice it has been provided.

Through its recommendations for funding and discussion of policy issues affecting the National Endowment for the Arts, the National Council on the Arts directly supports the mission and strategic plan of the National Endowment for the Arts.
