How does cmte accomplish its purpose?*The NIH Clinical Center Research Hospital Board (CCRHB) advises, consults with, and makes recommendations to the NIH Director and designee(s) and the NIH Clinical Center (CC) Chief Executive Officer (CEO) on CC policies and procedures regarding hospital operations, safety and quality, regulatory compliance, clinical research, and hospital leadership. The Board consists of external advisors who are national healthcare leaders, as well as stakeholders in the clinical research community. These thought leaders are passionate about their service to the CCRHB in sharing knowledge and expertise from leading institutions in healthcare across the nation. Members represent diverse clinical and scientific perspectives with significant professional and personal experience of great value to the CC, as the world’s largest hospital dedicated to clinical research.
How is membership balanced?*The Board consists of up to 14 non-federal members. The members are nationally recognized leaders selected from the academic and private sector hospital administration/operations, clinical care, and clinical research communities, as well as the general public. Membership includes 2 patient advocates.
How frequent & relevant are cmte mtgs?*The Board met two times during this reporting period; although the goal is to meet three times per year. The CCRHB charter notes that “The Board will meet approximately three times within a fiscal year; ” however, the February 2025 meeting was canceled in alignment with transition guidance that Federal advisory committee meetings at that time were canceled. CCRHB meetings are integral to assuring the CC continues to align itself with the current best practices and benchmarks in the community.
Why advice can't be obtained elsewhere?*The NIH Clinical Center is the nation's premier research hospital. The Board's primary aim is to reinforce the CC’s commitment to essential patient safety while continuing to add to its long list of extraordinary scientific accomplishments to improve health. The CCRHB was created to fortify a CC culture and practice of safety and quality throughout the organization, and to assure strong leadership for clinical care quality, oversight, and compliance. These perspectives are key factors in membership selection and have allowed significant organizational priorities to be developed focused on safety and quality in CC operations and clinical care. Members are also selected to assure broad and diverse representation from the community.
Why close or partially close meetings? There were no closed or partially closed meetings in this reporting period. The charter addresses approval measures needed if closed sessions are warranted.
Recommendation RemarksDeliberations and discussions during all meetings are posted on the CCRHB website (https://www.ccrhb.od.nih.gov/meetings.html) and the number of recommendations is variable, dependent upon the topic discussed. Discussions always reflect candid observations, suggestions, and recommendations from Board members, but the Board did not produce any formal recommendations or generalizable public reports during this reporting period.

The Committee Decision Maker and the Designated Federal Officer are filled by the same individual based on assigned duties.

The committee membership is up to 14 members however CCRHB chooses to have 11 at one given time.

Dr. Samitt resigned from the committee on 11/30/2024. Dr. Devaskar has been reappointed.

NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of medical and health sciences information. The NIH Clinical Center Research Hospital Board advises and consults with the NIH Director on the NIH Clinical Center's policies and procedures regarding hospital operations, safety and quality, and regulatory compliance.
