How does cmte accomplish its purpose?*The Committee reviewed journals that had applied to be indexed in MEDLINE and made recommendations to the National Library of Medicine (NLM) regarding their scientific quality. The Committee evaluated journals based on 5 critical elements as described on the Journal Selection for MEDLINE page: https://www.nlm.nih.gov/medline/medline_journal_selection.html. The Committee reviewed a total of 148 journals in FY 2024 that passed the initial application screening stage. Final statistics regarding MEDLINE journal selection are available publicly: https://www.nlm.nih.gov/medline/medline_statistics.html.
How is membership balanced?*The Committee consisted of members from authorities knowledgeable in the various disciplines and fields relating to biomedicine and scholarly communication, such as physicians, researchers, educators, editors, health science librarians, and historians.
How frequent & relevant are cmte mtgs?*The Committee met one time this year to review and recommend journals for inclusion in MEDLINE. The meetings was held during FY 2025, on October 24-25, 2024.
Why advice can't be obtained elsewhere?*Per "2025 Secretary Directive" this FACA Committee has been terminated.
Why close or partially close meetings?The meeting of the Literature Selection Technical Review Committee was closed to the public for the review and discussion of individual journals for potential inclusion in the NLM publications database. The presence of individuals associated with individual journals could hinder fair and open discussion and evaluation by Committee members, and the meetings were, therefore, closed under Section 552(c)(9)(B) of the Government in the Sunshine Act.

The Committee’s recommendation was based on a journal’s scientific content, quality, importance, editorial policies, and subject matter. NIH’s mission was to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. NIH worked toward that mission by supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad. Section 492 of the PHS Act states that The Secretary ...shall by regulation require appropriate technical and scientific peer review of (A) applications...; and (B) biomedical and behavioral research and development contracts...
