How does cmte accomplish its purpose?*Section 492 of the PHS Act states that The Secretary...shall by regulation require appropriate technical and scientific peer review of -- (A) applications; and (B) biomedical and behavioral research and development contracts.” The Council is composed of both scientific and public members who provide the second level of peer review; advice on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The Council reviewed and recommended for funding 10,947 applications requesting $17,911,875,475. The membership was provided with presentations on Improving Maternal Sepsis Care through Patient and Community Engagement; Voice of the Participant (a maternal sepsis patient); Biomedical Informatics in Pediatrics Research; Immune dysregulation in Down syndrome: mechanisms and clinical trials; Voice of the Participant (parents of participants in Down Syndrome research studies); Developmental Regulation of Recently Discovered Best4+ Intestinal Epithelial Cells; and Voice of the Participant (an individual being treated for Polycystic Ovary Syndrome with GLP-1 medications). Members received information about NIH and NICHD programs including the NICHD Clinical Network Update and the Unified Pediatric Research Consortium Proposal; NIH Research Plan on Rehabilitation; The Triennial Report on Inclusion in Research Studies; National Institute of Allergy and Infectious Diseases (NIAID) Update on Priorities for Research in Women & Children; activities of the NIH Center for Information Technology (CIT); and Updates from the NIH Director. The members reviewed and approved the following Institute Proposed Initiatives: 1) National Pediatric Medical Device Ecosystem, 2) Pediatric Scientist Development Program (PSDP), 3) HIV Pediatric, Adolescent and Maternal Clinical Trials, 4) Impact of Technology and Digital Media Exposure Usage on Child and Adolescent Development; 5) ClinGen Genomic Curation Expert Panels, 6) Advancing Prevention and Treatment of Bacterial STIs in HIV-affected Adolescent and Maternal Populations, 7) Maternal and Pediatric Precision in Therapeutics (MPRINT); 8) Early Immune System Development and Ontogeny; 8) Effects of Contraception as Treatment for Gynecologic Disorders; 9) Biological Testing Facility (BTF); 10) Unified Pediatric Research Consortium; 11) Autism Centers of Excellence; 12) Data Sharing for Demographic Research Infrastructure Program.
How is membership balanced?*The Council will consist of not more than 18 members appointed by the Secretary (appointed members) and at least 6 nonvoting ex officio members. The nonvoting ex officio members will include the Secretary; the Director, NIH; the Director, NICHD; the Under Secretary for Health of the Department of Veterans Affairs; the Assistant Secretary of Defense for Health Affairs (or their designees); a representative from the Maternal and Child Health Bureau, Health Resources and Services Administration; and such additional officers or employees of the United States as the Secretary determines necessary for the Council to effectively carry out its function. A member of the National Advisory Board on Medical Rehabilitation Research, National Center for Medical Rehabilitation Research, NICHD, will act as a nonvoting liaison representative to ensure adequate communication on critical issues of concern to both committees.

Of the appointed members, two-thirds will be selected from among the leading representatives of the health and scientific disciplines (including not less than 2 individuals who are leaders in the fields of public health and the behavioral or social sciences) relevant to the activities of the Institute, particularly representatives of the health and scientific disciplines in the area of obstetrics, gynecology, pediatrics, genetics, perinatology, reproductive biology, developmental biology, physiology, biochemistry, endocrinology, nutrition, medical rehabilitation, child development, demography, and pharmacology. One-third of the appointed members will be appointed by the Secretary from the general public and will include leaders in the fields of public policy, law, health policy, economics, and management.
How frequent & relevant are cmte mtgs?*The committee conducted three Council meetings during this reporting period on the following dates: January 13-14, 2025; June 9-10, 2025; and September 9-10, 2025. The National Advisory Child Health and Human Development Council provides advice on a continuing basis on the type of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Institute. It also provides ongoing review of the relevance and effectiveness of the existing programs.

NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientist in universities, medical schools, hospitals, and research institutions throughout the country and abroad; assisting the training of research investigators and fostering communication of medical and health sciences information. Section 492 of the Public Health Service Act states that “The Secretary…shall by regulation require appropriate technical and scientific peer review of (A) applications…; and (B) biomedical and behavioral research and development contracts…” The National Child Health and Human Development Council provides second level peer review; makes recommendations for support of grants, concepts for contracts, and cooperative agreements; advises on policy development, program implementation and evaluation; and research needs of the NICHD.
Why close or partially close meetings?The meetings of the National Advisory Child Health and Human Development Council were partially closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussions could reveal confidential trade secrets or commercial property such as patentable materials and personal information, the disclosure of which would constitute a clearly unwarranted invasion of privacy.

Ex Officios: The appointment end dates for Diana Bianchi and Monica Bertagnolli were updated. Rui Li was removed from this report because the appointment end date changed from 11/30/2025 to 9/20/2024 (last FY). Reem Ghandour was added. Alison Cernich was added as the Chair and Decision Maker. Matthew Memoli, Dorothy Fink, Robert Kennedy and Jayanta Bhattacharya were added.

Missing degrees for various members were readded.

No working groups were held and no reports were produced in FY25.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approved be a National Advisory Council that includes program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH’s funding principles, review of the project budget, assessment of the applicant’s management systems, determination of applicant’s eligibility, and compliance with public policy requirements. After all the steps have been completed, NIH officials make funding decisions on individual grant applications.
