How does cmte accomplish its purpose?*The Board of Scientific Counselors provides advice and makes recommendations regarding feasible goals for the prevention and control of injuries. The Board also carries out secondary peer review of extramural research grant and cooperative agreement applications submitted for consideration by the primary scientific peer review panel, and makes funding recommendations for approval by the Director of the National Center for Injury Prevention and Control.
How is membership balanced?*Members possess a wide range of expertise in the following disciplines involved in injury and violence prevention, including, but not limited to, epidemiologists, statisticians, trauma surgeons, rehabilitation medicine specialists, behavioral scientists, health economists, practitioners, program evaluation specialists, and specialists in various aspects of injury management. The Program continues to identify and seek members who are female and from ethnic/racial minority groups, as well as maintain a geographic balance, in order to achieve the broadest possible representation of different points of view. Solicitation for nominations are sought from senior scientists in the Injury Center, as well as, national injury- and violence-related organizations and a review of expertise in the field.
How frequent & relevant are cmte mtgs?*The Board met four times during the 2024 fiscal year: January 11, 2024, May 14, 2024, June 5-6, 2024, and September 24, 2024. During the January 11, 2024, meeting, the open session of the meeting included a discussion on the updated Intimate Partner Violence Prevention Research Priorities. The closed session of the meeting focused on the Secondary Peer Review of extramural research grant applications received in response to one (1) Notice of Funding Opportunity: RFA-CE-24-001 – “Grants for Injury Control Research Centers. The May 14, 2024 closed meeting focused on the Secondary Peer Review of extramural research grant applications received in response to three (3) Notice of Funding Opportunity: RFA-CE-24-013 “Research Grants to Identify Effective Community-Based Strategies for Overdose Prevention.”; RFA-CE-24-029 “Grants to Support New Investigators in Conducting Research Related to Preventing Interpersonal Violence Impacting Children and Youth”; RFA-CE-24-034 “Rigorous Evaluation of Policies for their Impacts on the Primary Prevention of Multiple Forms of Violence”.

The June 5-6, 2024 meeting the closed session (Day 1) focused on the secondary peer review of extramural research grant applications received in response to three (3) Notices of Funding Opportunity: RFA–CE–22–003—‘‘Rigorously Evaluating Programs and Policies to Prevent Child Sexual Abuse (CSA)’’; RFA–CE–24–012—‘‘Rigorous Evaluation of Policy-Level Interventions to Prevent Overdose(R01)’’; and RFA–CE–24–030—‘‘Research Grants for Preventing Violence and Violence Related Injury(R01).’’ The open session of the meeting (Day 2) included discussions on Enhancing CDC’s Efforts to Promote Mental Health and Reduce Overdose and Suicide: CDC’s New Behavioral Health Coordinating Unit; the 2024 National Strategy for Suicide Prevention and Action Plan; Updated Sexual Violence Research Priorities; Leveraging High-Quality Data from the Violence Against Children and Youth Survey to Demonstrate Reductions in Population Prevalence of Violence against Children; and Division of Overdose Prevention Portfolio Review, 2018–2023: Informing the 2025 Update to the Overdose Prevention Research Priorities.

The September 24, 2024, meeting agenda discussions focused on the Updated Child Abuse and Neglect Research Priorities and the Updated Youth and Community Violence Research Priorities.
Why advice can't be obtained elsewhere?*The Board of Scientific Counselors is the primary mechanism for bringing together diverse disciplines in the field of injury and violence prevention and control to interact and focus their collective expertise on establishing, maintaining, and evaluating prevention programs to control morbidity, mortality, and costs attributable to intentional and unintentional injury. This board also provides a forum to promote coordination among Federal, State, and local health agencies, as well as organizations having an impact at the community level, to promote and control injuries and violence in order to change the public’s common conception of inevitability into one of preventability. The Board's advice and recommendations are essential in addressing CDC’s current research needs and monitoring progress on current research studies. The Board continues to play a critical role in prioritizing injury and violence problems that should be addressed.
Why close or partially close meetings?Some of the meetings that the Board convenes must be closed during the secondary-level peer review of research applications for research grants, cooperative agreements and contracts due to the discussion of sensitive and proprietary scientific information. This practice is in compliance with the Government in the Sunshine Act and with peer review policies and procedures.

Agency Feedback Comment*The BSC, NCIPC is a mandated committee that recommends research applications for funding. Feedback is provided to the public at the BSC, NCIPC meetings through presentations and updates on funded research during the fiscal year. Additional information is available at https://www.cdc.gov/injury/bsc/index.html.Narrative Description*The Board of Scientific Counselors makes recommendations regarding policies, strategies, objectives, and priorities. The Board also reviews progress toward injury and violence prevention and control. The Board advises on the appropriate balance of intramural and extramural research and provides guidance on the needs, structure, progress, and performance of intramural programs. In addition, the Board also provides guidance on extramural scientific program matters by conducting the second-level scientific and programmatic peer review of applications for research grants, cooperative agreements, and training grants related to injury control and violence prevention; and recommends approval of projects that merit further consideration for funding support. The Board recommends areas of research to be supported by grants and cooperative agreements and provides concept review of program proposals and funding opportunity announcements.
