How does cmte accomplish its purpose?*During in-person and teleconference or web-based meetings, Committee members discuss a variety of policies that are of interest to the assisted housing industry and that could be studied by new MTW PHAs. For each policy idea, the committee discusses how the policy could be structured and potential research methods, ultimately recommending whether such policies should be considered by HUD for study. The Committee has used written public comments, research studies, HUD program information, and verbal public comment from meeting attendees to help inform its dialogue.
How is membership balanced?*HUD created a Membership Balance Plan to ensure a balanced membership for this committee.
How frequent & relevant are cmte mtgs?*The Committee will meet in-person approximately one (1) time per fiscal year and by conference call or web-based platform up to three times as needed to render advice to HUD. However, the Committee did not meet in FY23 because they had provided enough recommendations - policy studies - for the new Expansion PHAs by FY22.
Why advice can't be obtained elsewhere?*This Committee was established by Congress in statute, thus Congress determined there was a need for external industry and research expertise to inform the policies studied under the MTW Expansion.

Number Of Recommendations CommentThe Committee did not meet in FY23 because they had provided enough recommendations - policy studies - for the new Expansion PHAs by FY22. The Committee did not have anything to meet about in FY23 due to the fact that all policy decisions were discussed and made in FY22 during their last convening. The recommendations are as follows: the first cohort policy to study is the general effect of MTW flexibility for PHAs with fewer than 1,000 combined units. The second policy to study is tiered rent and stepped rent. The third policy study is to study landlord incentive program in the HCV program. Under this cohort, MTW Agencies would agree to utilize MTW flexibilities that might increase landlord participation. Agencies could propose some combination of payment standard flexibility, financial incentives to landlords, and less frequent inspections.
The new recommendation is to see if asset building can help residents with their credit ratings and expand their opportunities to build credit, there are other asset building activities that will be studied as well. The final cohort will study MTW as a flexibility for small agencies.

The Committee convened twice in FY22 to finalize recommendations for the final cohort studies. All the meeting summaries of the convenings are available on the MTW website.
