How does cmte accomplish its purpose?*Section 492 of the PHS Act states that The Secretary ... shall by regulation require appropriate technical and scientific peer review of -- (A) applications...; and (B)...biomedical and behavioral research and development contracts... This Council is composed of both scientific and public members who provide the second level of peer review; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The Council reviewed the Behavioral and Social Research Program; the Biology of Aging Program; the Neuroscience and Neuropsychology of Aging Program; the Geriatrics and Clinical Gerontology Program; and the NIA Intramural Research Program. Council also agreed to undertake a review of minority aging research within the NIA, with a focus on science and training. The Council reviewed 14,362 applications requesting $28,660,684,798.00.
How is membership balanced?*The National Advisory Council on Aging is composed of not more than 18 appointed members with research interests and responsibilities paralleling those of the National Institute on Aging. Two-thirds of the appointed members are leaders in the health and scientific disciplines, in the areas of biological, medical, behavioral and social sciences relating to aging and public health. One-third of the appointed members from the general public include leaders in the fields of public policy, law, health policy, economics and management. The Council will also consist of at least six federal members who will serve as ex officios.
How frequent & relevant are cmte mtgs?*Meetings are held not less than three times each fiscal year. The National Advisory Council on Aging provides advice on a continuing basis on the type of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Institute. It also provides ongoing review of the relevance and effectiveness of the existing programs.
Why advice can't be obtained elsewhere?*The National Advisory Council on Aging is composed of both scientific and public members who provide the second level of review for research grant applications; advise on policy development, program implementation and evaluation; and research needs and opportunities of the Institute. The quality, scope, and balance of advice from this Council cannot be obtained from NIH staff or from other established sources because the membership of the Council is constituted to meet the specific requirements of the mandated mission of the Council and the Institute.
Why close or partially close meetings?The meetings of the National Advisory Council on Aging were partially closed to the public for the review of grant applications. Section 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

DFO/Committee Decision Maker: The committee designated federal official and the committee decision maker are held by the same person based on the assignment of duties at this Institute.

Committee members: Drs. Huang, Huling-Hummel, Reuben, and Schneider were administratively extended until 6/29/25. Dr. Charlotte Peterson resigned from the committee and was replaced by Laura Neidernhofer to finish out the term; Dr. Neidernhofer will be re-nominated on the 2026 slate so that she can complete a full 4 year term.

All other member start and end dates were reviewed.

After all of these steps have been completed, NIH officials make funding decisions on individual grant applications.
