How does cmte accomplish its purpose?*The Panel holds four (4) quarterly meetings each year involving all Panel members, as well as other fact-finding meetings involving one or more members in attendance. The meetings involve numerous technical safety-related briefings in preparation for the Panel's Annual Report to the NASA Administrator and Congress, as mandated by statute. Recommendations developed are related to safety in the areas of program safety, human rating requirements, operational risk management, safety culture, and external communications.
How is membership balanced?*The statutory number of members is a maximum of nine (9). Members of the Panel are selected for their expertise in safety & reliability, materials & structures, avionics, software, human factors, space medicine & radiation, systems engineering & integration, space operations, space vehicles, rocket & air-breathing propulsion, aeronautics, aircraft operations & safety, and program management.
How frequent & relevant are cmte mtgs?*The Panel conducts four (4) quarterly meetings and other fact-finding meetings each year, to analyze the results of the Panel’s investigations, formulate findings and recommendations, and present these findings and recommendations to the NASA Administrator and Congress. The findings and recommendations are documented in the Panel's Annual Report, which is provided to the NASA Administrator and the Congress.
Why advice can't be obtained elsewhere?*The Panel is unique to the NASA advisory committee structure; since the Panel was established in 1967, it has a firmly established continuity and corporate memory that does not exist anywhere else in the Agency. The Panel is comprised of senior safety experts from outside the Agency with unique expertise, experience and insight into aerospace safety issues.
Why close or partially close meetings?There were no closed meetings during the past year and there are no future closed meetings anticipated at this time.
Recommendation RemarksThe ASAP Charter was renewed by the NASA Administrator on July 11, 2023, for another two-year period.
