How does cmte accomplish its purpose?*The ACDDIR committee met periodically to provide advice and recommendations on the offices and programs within the Office of Intramural Research and include (1) the Office of Intramural Training and Education (2) the Office of Animal Care and Use (3) the Office of Human Subjects Research Protections (4) the Office of NIH History and Museum, and (5) the Office of Technology Transfer. Advice provided may include specific accomplishments, overall strengths and weaknesses of a particular program, as well as recommendations. The committee may also consider the overall design, content, development and/or delivery of training programs to specific groups, as well as recommendations concerning program and policy development and resource allocation.
How is membership balanced?*The committee consisted of up to 15 members, including the chair, appointed by the Director, NIH, and the Deputy Director for Intramural Research served as a non-voting ex officio. Members and the chair were selected from outstanding leaders in private industry, academia, state governments, or other segments of the general public for their knowledge and expertise in health care governance and management; operational aspects of large academic health care centers; clinical research; and other areas of importance to the Office of Intramural Research. All non-Federal members, including the chair, served as Special Government Employees.

Membership: Dr. Elena Fuentes-Afflick joined the committee on January 26, 2025. However, her term, along with those of Drs. Cooley, Gotian, and Lieu, concluded on March 31, 2025. The terms of the newly appointed committee members were cut short when the committee was terminated.

DFO/Committee Decision Maker: The Committee Decision Maker and the Designated Federal Official roles are filled by the same individual, as the Office of Intramural Research's assignment of responsibilities consolidates these roles under a single person.

The committee's membership fell short of its authorized number due to its termination.

Per "2025 Secretary Directive" this FACA Committee has been terminated.Narrative Description*The National Institutes of Health (NIH) is the nation’s medical research agency—making important discoveries that improve health and save lives. NIH’s mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. NIH works toward that mission by conducting research in its own laboratories, supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad, helping in the training of research investigators, and fostering communication of medical and health sciences information. The Office of Intramural Research (OIR) was responsible for oversight and coordination of intramural research, training, and technology transfer conducted within the laboratories and clinics of the NIH. The purpose of the Advisory Committee to the Deputy Director for Intramural Research (ACDDIR) was to advise, consult with, and make recommendations to the Deputy Director for Intramural Research (DDIR), NIH, and other staff within the OIR with respect to intramural staff training programs managed by its Office of Intramural Training and Education, technology transfer programs managed by its Office of Technology Transfer, as well as the programs managed by the Office of Animal Care and Use, the Office of Human Subjects Research, and the Office of NIH History. ACDDIR provided advice regarding specific accomplishments, overall strengths and weaknesses of a particular program, as well as recommendations for areas of possible scientific interest in the Intramural Research Program. In addition, ACDDIR also considered the overall design, content, development and/or delivery of training programs to specific groups, as well as recommendations concerning program and policy development and resource allocation.
