How does cmte accomplish its purpose?*The Federal Advisory Committee on International Exhibitions accomplishes its objectives by reviewing proposals submitted to the U.S. Department of State for exhibitions to be presented at specified international exhibition venues. Exhibitions are reviewed based on the criteria of artistic excellence and artistic merit. This includes the quality and significance of the artists and architects, arts organizations, works of art, or services that the project will involve; extent to which proposal represents the vitality and/or diversity of contemporary U.S. visual art or architecture (depending upon the year); suitability of the exhibition for the U.S. Pavilion at the Venice International Art (or Architecture) Biennale; potential impact of public programs to engage broad audiences; ability of applicant to carry out the proposed exhibition; and record of professional activity and achievement by individuals/organizations involved.
How is membership balanced?*The Federal Advisory Committee on International Exhibitions Advisory Panel includes museum directors and curators, arts administrators, architects, and others who bring a wide range of experience and a diversity of professional viewpoints to the work of the committee, including one layperson. The panel also includes broad geographic representation, diversity of ethnic representation, and a reasonable balance of men and women.
How frequent & relevant are cmte mtgs?*The committee generally meets once per year. The purpose of this Advisory Committee is to make recommendations on the selection of significant, contemporary American art or architecture, for presentation internationally in the context of major exhibitions, including multinational festivals, periodic exhibitions and other major cultural events. The meeting dates are determined by the frequency of these events.
Why advice can't be obtained elsewhere?*The cost of employing Federal staff with the same broad range of professional expertise would be prohibitive. Also, qualitative judgments in the diverse areas of aesthetics, artistic expression and creativity are best provided by professionals who work or have expertise in the various artistic disciplines. There is no other established body which could meet the special advisory needs of this unique and continually evolving program.
Why close or partially close meetings?Meetings are closed for review of applications for financial assistance pursuant to subsection (c)(6)of section 552b of Title 5, United States Code.
Recommendation RemarksMembers are appointed in consultation with the U.S. Department of State and recommendations and final actions are carried out by that agency.

Committee meetings convene virtually.

Outcome CommentUse of peer review panels is specified in the National Endowment for the Arts' legislation. By ensuring that these panels include highly qualified representatives of the various disciplines as well as varied expertise; and geographic, ethnic, and gender balance, the agency not only provides the best possible basis for its grantmaking decisions and recommendations, but also attempts to assure both its applicants and the public that these decisions are made with care and understanding by individuals who are well respected in their fields. A summary of the panel's comments are shared with the organizations to assist them in improving their programs and strengthening the work accomplished through this partnership.Number Of Grants Recommended1

Cost Savings CommentThe National Endowment for the Arts is required by law to constitute peer review panels to make funding recommendations. These panels' primary responsibility is to provide guidance to the staff and agency partners (in this case the U.S. Department of State) for awarding funds. Cost savings is not a factor in the panel's work.Grants Review CommentFunding support for these proposals is provided by the U.S. Department of State. The committee recommends applications for final consideration/selection. Additional amounts may be recommended by that agency subsequent to FACIE meetings.

The agency carried out this mission primarily by awarding grants that addressed its major goals of supporting public engagement with, and access to, various forms of excellent art across the nation; the creation of art that meets the highest standards of excellence; learning in the arts at all stages of life; and the integration of the arts into the fabric of community life. The Federal Advisory Committee on International Exhibitions (FACIE) supports the work of the agency in these goals. The U.S. Department of State (DOS), through its Bureau of Educational and Cultural Affairs, and the National Endowment for the Arts cooperate, with the assistance of the private sector, to strengthen and augment representation of the United States at major international art exhibitions. Participation of the United States at such events is intended to present the excellence, diversity, and vitality of U.S. art and to contribute to mutual understanding between the U.S. and participating countries and exhibition visitors. In addition, such participation aims to represent U.S. culture within the larger global marketplace of ideas; strengthen the relationship of U.S. artists and arts organizations with communities and counterparts overseas, especially in the developing world and beyond well-established networks; and/or assist in the career development of artists. The DOS/Bureau of Educational and Cultural Affairs and the National Endowment for the Arts seek expert advice and recommendations on exhibitions from an Advisory Committee to ensure that these goals are achieved. The National Endowment for the Arts administers this committee.
