How does cmte accomplish its purpose?*ACTPN was established by Congress by 1974 Trade Act to provide overall policy advice on U.S. negotiating objectives and bargaining positions prior to entering into trade agreement and/or other matters regarding trade policy.
How is membership balanced?*The ACTPN is composed of not more than 45 members representing a broad range of economic interests including senior level representatives of industry, academia, agriculture, labor, environment, small business, state and local officials, services, retailers and consumer interests.
How frequent & relevant are cmte mtgs?*Meetings are held annually to ensure USTR receives regular, timely advice on trade negotiations; the implementation and enforcement of trade agreements and related trade policy issues.
Why advice can't be obtained elsewhere?*Congress mandated that the Administration seek private sector advice in the negotiation and implementation of trade agreements and in trade policy formulation, implementation and enforcement process. It required the establishment of the ACTPN and authorized the remainder of the private sector advisory committee system in Section 135 of the 1974 Trade Act, as amended.
Why close or partially close meetings?In order to receive the most informed advice possible, the advisory committee members are regularly briefed on U.S. strategies and bargaining positions (information that is typically trade sensitive and often classified).
