Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. How does cmte accomplish its purpose?*The responsibility of this committee is to provide recommendations to the Forest Service and BLM consistent with the Federal Lands Recreation Enhancement Act of 2004. Specifically, this committee provides recommendations on matters including, but not limited to: the implementation of a standard amenity recreation fee or an expanded amenity recreation fee or the establishment of a specific recreation fee site; the elimination of a standard amenity recreation fee or an expanded amenity recreation fee; the expansion or limitation of the recreation fee program; the implementation or elimination of noncommercial, individual special recreation permit fees; and the implementation of fee-level changes (increases or decreases).
How is membership balanced?*Membership shall be balanced and have broad representation from within each of the three membership groups. These groups include persons who represent: summer motorized recreation; winter motorized recreation; summer non-motorized recreation; winter non-motorized recreation; hunting and fishing; motorized outfitters and guides; non-motorized outfitters and guides; local environmental groups; a state tourism official; representative of affected Indian tribes; and representative of affected local governments.
How frequent & relevant are cmte mtgs?*The RAC will meet 2 times annually or as needed to perform its duties. Each meeting is relevant in that they both broaden our collaborative relationships and they enable the Recreation RAC to provide recommendations on fee proposals.
Why advice can't be obtained elsewhere?*Without Recreation RACs, the Forest Service will need to establish recreation fee boards (non-FACA government employees only) as authorization in statute to carry out the same primary functions. Recreation RACs should be terminated, and recreation fee boards should be established. Without these recreation fee boards, the Forest Service will be hindered in providing new recreational opportunities and address critical deferred maintenance needs at recreation sites which would limit our ability to work efficiently, effectively, with integrity and customer focus. 80% of recreation user fees are collected locally and spent on recreation sites where user pay their recreation fees, addressing the operational, maintenance, and health and safety needs of our customers ensuring access to recreation sites that are well maintained and continue to draw recreation users to the forest driving needed commerce to surrounding communities thereby supporting rural communities.
Why close or partially close meetings? All meetings are open to the public.
Recommendation RemarksThere was no meeting activity in FY25 for the Southern Region Recreation RAC. Costs reported in FY25 are associated with maintaining communication with current committee members as we await charter renewal and a decision on the future of the committee.
