Committee Detail

Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. See the Data From Previous Years section at the bottom of this page for the committee’s historical, verified data.

Details on agency responses to committee recommendations can be found under the Performance Measures section for each committee in the fields “Agency Feedback” and “Agency Feedback Comment.”

How does cmte accomplish its purpose?*The advisory committee members are given extensive reviews of the directorate's programs and special activities, including reports on education research, planning and policy, evaluation and oversight, and communication and indicators. The full Advisory Committee receives reviews of and reports on NSF science, technology, engineering, and mathematics (STEM) education programs, including evaluation and dissemination activities, required reports to the Congress, fellowship and traineeship programs, international student assessments, undergraduate STEM education, STEM teacher education, planning of educational conferences, and general overviews of the precollege, undergraduate and graduate program activities. The committee provides advice and counsel concerning long-term strategic planning including, though not limited to, the organization and possible reorganization of the EDU Directorate, integration of research and education, programmatic focus, strategic priorities, partnership, and investments in STEM learning and learning environments, broadening participation, and STEM professional workforce.
How is membership balanced?*Membership consists of leaders from higher education, the science, engineering, and education professoriate, private foundations, and state-wide education and policy-making communities. Members include: research scientists, mathematicians, and engineers of international stature; educational leaders in the private and public sectors; key academic, industrial, and state-level education administrators; and administrators from major school systems, liberal arts colleges, comprehensive universities and research universities. Characteristically, all exemplify a strong commitment to excellence in STEM education. Ethnic and gender diversity ensure a wide variety of views being expressed and result in a broad and balanced perspective for the generation of recommendations.
How frequent & relevant are cmte mtgs?*Two meetings of the full committee are held each year at approximately six-month intervals. Meeting agendas include discussion of STEM education policy issues of national importance, review of NSF programs and their effectiveness (including approval of Reports from Committee of Visitors). Bi-annual meetings are required to provide regular advice and counsel on NSF education programs and to ensure currency and relevance of strategies for improving science, mathematics and engineering education.
Why advice can't be obtained elsewhere?*For sensitive and effective medium-and long-range planning and management of its diverse programs, EDU needs broad and general advice from a continuing body of interested and well-informed persons knowledgeable of both NSF's education programs and the constituencies they are designed to serve. For those purposes, EDU has one and only one directorate-level advisory body. It is the only body providing to the Assistant Director of EDU and staff the broad general advice from the informed public that the directorate needs. No other group or combination of groups is available to fill this role.
Why close or partially close meetings?N/A
Recommendation RemarksAdvisory Committee for STEM Education terminated on April 15, 2025, pursuant to Executive Order 14217, Commencing the Reduction of the Federal Bureaucracy, Section 2(g).

Number Of Recommendations CommentThe recommendations noted above reflect committee acceptance of Committee of Visitor reports (evaluation documents for individual programs) and AC Reports from 2023 to 2024.

Fall 2023 Recommendations
1. The AC recommends that in this challenging DEIA context, EDU and NSF think and act much more intentionally to support investigators in their institutions and other spaces. For example, one AC member pointed out that limiting feedback to low-competitive proposals (e.g., triaging) could be a barrier to broadening investigator participation.
2. The AC recommends that EDU increase efforts to tell stories of impact. They suggest that we connect numbers and narratives—connect the statistics with the stories that show the power and impact of EDU investments. Leverage some of the successes (in the face of the DEIA challenges) of GRFP, TIP, EPSCOR, HSI, and Teacup, among others—and tell these stories.
3. AC members recommended that the agency adopt the required use of graduate student mentoring plans to aid in student development.
4. The AC's recommendations focused on conducting studies to understand targeted problems, using its convening powers to tackle serious challenges, focusing on K-12 STEM teacher needs, and using this information to come up with creative improvements.

Spring 2024 Recommendations
1. Consider creating a collaborative resource center focused on rural STEM education, with a broader membership scope including local community groups (e.g., tribal councils).
2. Create more robust infrastructure and sustainability mechanisms, such as collaborating with funders, to support effective projects, collaborations, and resilient communities long-term. Convene NSF-PIs who focus on rural STEM education to create community and impact.
3. Identify, invest, and fund long-standing community partners important in gaining trust and collaborating in rural STEM education and include different models and technologies that effectively influence teacher preparation, recruitment, and retention in rural communities (e.g., housing and childcare) and resource these through grant structures
such as grant supplements and longer-term grant timelines. Authentic change is a long-term process.
4. Continue to invest in educational research that focuses on rural STEM education with tracks in an RFP and consider additional models and partnerships with other funding agencies in this space.

The EDU Advisory Committee members support the agency's mission by providing expert advice and counsel on issues and topics related to S&E education at all grade levels and in all settings.
