How does cmte accomplish its purpose?*The CUC provides advice, ideas and opinions on SBA programs and services and issues of interest to small businesses in underserved communities. Its members provide an essential connection between SBA and small businesses in historically underserved communities. The Council’s scope of activities includes reviewing SBA current programs and policies, while working towards providing recommendations to spur economic growth, job creation, competiveness, and sustainability.
How is membership balanced?*The CUC will have a total of no more than twenty (20) members. Members may consist of current or former small business owners, community leaders, officials from small business trade associations, and academic institutions. Members shall represent the interests of underserved communities across the country, both rural and urban. In order to create a balanced membership with broad perspective, the CUC will aim to fill its membership with at least one representative from the designated member community listed above; current or former small business owners, community leaders, officials from small business trade associations, and academic institutions. Additionally, SBA considers whether its members represent rural or urban communities. In order to fulfill the mission of the CUC, members are not required to have a specific skill set or technical expertise other than knowledge of small business issues in underserved communities. All members serve in a representational capacity and will be asked to provide the perspective of their respective organization or constituency. These representatives will bring a number of important points of views to the council: an understanding of the barriers to success for small business owners in underserved communities; experience working in and operating businesses in underserved communities, both urban and rural; access to capital challenges for small business owners in underserved communities; knowledge and experience in training and counseling entrepreneurs in underserved communities; associations representing owners of small business in underserved communities.

Why advice can't be obtained elsewhere?*Current economic conditions have hit our country’s underserved communities inordinately hard. While the nation’s economic recovery is moving forward, that recovery has been uneven particularly for small businesses and entrepreneurs in underserved communities. To better address the challenges facing small business owners in traditionally underserved communities, the U.S. Small Business Administration is creating a Federal Advisory Council on Underserved Communities. Building on SBA’s core programs, as well as Recovery initiatives, the Council on Underserved Communities (CUC) will provide input, advice and recommendations on developing strategies to help strengthen competiveness and sustainability for small businesses in underserved communities. These strategies will be aimed at increasing entrepreneurship and technical assistance, creating outreach and training strategies, and educating underserved communities about SBA programs and services.
Why close or partially close meetings?The CUC keeps its meeting of the full council open to the public per FACA guidelines.
