How does cmte accomplish its purpose?*The Committee provides advice and recommendations to the Secretary of Veterans Affairs on the benefits and services to homeless Veterans provided by the Department. The challenges faced by homeless Veterans include matters that are related to the Secretary’s current priorities and VA strategic goals. Many homeless Veterans experience an increased risk of death by suicide, adverse outcomes related to opiate usage; and face difficulty getting access to mental and physical healthcare. The recommendations of the Committee are framed within the context of providing greater choice, modernizing systems, increasing efficiency, improving timeliness, and preventing suicide. Efforts to improve delivery of VA services along those identified priorities all organically serve to improve outcomes for homeless Veterans. The Committee is authorized to conduct analyses and develop additional reports or other materials. The Committee convenes a public meeting to vote on proposed recommendations and reviews deliberations of other community, state and federal entities including the United States Interagency Council on Homelessness. The Committee shall submit a report to the Secretary on the programs and activities of the Department that relate to homeless Veterans, so the report can be submitted to Congress by the Secretary no later than March 31 of each year. Many of the issues that are brought to the attention of the Secretary and Congress have been addressed by VA based on their written response in previous annual reports. The Committee and the Department share a common mission to ensure all Veterans, regardless of gender, age, race, or disability, are provided with programs and services to aid their rehabilitation and reintegration into society as fully functioning citizens. The Committee and the Department continue the sacred duty to reach out and assist these Veterans in their immediate and long-term efforts to rejoin society. The Committee ensures the gains made to addressing homelessness among Veterans will continue, and the Department will advance the efforts to coordinate with its community partnerships to create new employment and housing initiatives.
How is membership balanced?*Members are Veterans Service Organizations, advocates of homeless Veterans and other homeless individuals, community-based providers of services to homeless individuals, previously homeless Veterans, State Veterans Affairs officials, experts in the treatment of individuals with mental illness, experts in the treatment of substance use disorders, experts in the development of permanent housing alternatives for lower income populations, experts in vocational rehabilitation and other organizations or groups as the Secretary considers appropriate. Members are selected with equitable geographic, ethnic and gender representation.

Members from other Federal agencies (which included but were not limited to Veterans Health Administration, Veterans Benefits Administration, Department of Housing and Urban Development, Health and Human Services, Department of Labor, United States Interagency Council on Homelessness, and the Department of Defense serve as Ex-Officio Members.
How frequent & relevant are cmte mtgs?*The Committee meets in person at least two times per year. The meetings provide opportunities to closely review VA services for homeless Veterans, interagency coordination to provide additional services, and conduct site visits to allow members to personally assess the delivery of certain homeless services. In FY 2024, the Committee held meetings on April 16, 2024 ( site visit to Asheville, NC) and September 17-18, 2024 (Lakewood, CO).
Why advice can't be obtained elsewhere?*Decreases in the number of homeless Veterans have been encouraging. This Committee provides input on investments in effective strategies that include but are not limited to rapid re-housing and permanent supportive housing. Additionally, an unprecedented collaboration between VA and other Federal partners and state and local communities, have yielded substantial reductions in Veteran homelessness. The committee realizes that finishing the job will require continued investment in Veteran-centric housing and health programs, the widespread adoption of evidence-based best practices, such as Housing First, and greater linkages to employment and other community-based resources.
Why close or partially close meetings?The Committee meetings are open to the public, except when the Committee conducts site visits or tours a VA facility, the meeting is closed in accordance with 5 U.S.C Sec. 552b(c)(6) to protect Veterans’ privacy and personal information.
Recommendation RemarksThe Advisory Committee on Homeless Veterans supports Goal 2: Veterans receive timely and integrated care and support that emphasizes their well-being and independence throughout their life journey.
