How does cmte accomplish its purpose?*The purpose of a Secure Rural Schools and Community Self-Determination Act resource advisory committee is to improve collaborative relations and to provide advice and recommendations to the Forest Service consistent with Division C, Title VI of Public Law 110-343. The Act describes the duties of the committees as follows: to review Secure Rural Schools Title II projects, and also recreation fee proposals if necessary, proposed by Forest Service units, counties, and other interested parties; to recommend projects and funding levels to the Forest Service; to provide frequent opportunities for citizens, organizations, Tribes, land management agencies, and other interested parties to participate openly and meaningfully; to monitor projects approved under the Act; to advise the Designated Federal Official on the progress of monitoring; and to make recommendations for any appropriate changes or adjustments to projects being monitored.
How is membership balanced?*At this date, the committee is comprised of 14 members. The committee has one vacancy in one of the three categories; however, the necessary quorum within all categories is still met. In total, there are five members in each of two categories and four in one of the categories prescribed in the Act. Within each category, the Act identifies specific interest areas that members are to represent. Committees are formed in specific geographic areas to ensure each National Forest located within a participating county or counties has access to a resource advisory committee. The Act requires members to be residents of the state or states within which the committee has jurisdiction.
How frequent & relevant are cmte mtgs?*The committee generally meets up to two times per year as needed to perform its duties. Specifically, the committee did not meet in FY17, FY18, FY19, FY20 or FY21 as the committee had made all the necessary recommendations for the SRS Title II funds in-hand in FY16. In FY22, the Committee met twice to discuss, review, and make recommendations for SRS Title II funding to the Forest Service. The committee did not meet in FY24 as it elected to hold funds in-hand until FY25. The committee met three times in FY25 - twice for the purpose of discussing, reviewing, and making recommendations on Superior National Forest recreation fee proposals and once for the purpose of discussing, reviewing, and making recommendations for SRS Title II funding.
Why advice can't be obtained elsewhere?*This resource advisory committee is mandated by the Secure Rural Schools and Community Self-Determination Act as reauthorized in Public Law 110-343 and Public Law 112-141.
Why close or partially close meetings?There were no closed or partially closed meetings during this reporting period.
Recommendation RemarksIn FY25 the committee met three times. On October 1, 2024, the committee met with the purpose of voting whether to hear and make recommendations on Superior National Forest recreation fee proposals or not. At this meeting the committee voted in favor. On October 11, 2024, the committee met to review, discuss, and make recommendations on the nine developed recreation fee proposals. The Superior National Forest accepted these recommendations and enacted them in December 2024. The third committee meeting in FY25 was on July 7, 2025, when the committee met to review, discuss, and make recommendations on fifteen Secure Rural Schools Title II proposals. The Superior National Forest accepted all recommendations and projects will move towards implementation in FY26.

The committees specifically support Forest Service strategic goals to (1) restore, sustain, and enhance the National Forests and (2) provide and sustain benefits to the American people.
