How does cmte accomplish its purpose?*The purpose of the council is to advise and make recommendations to the Secretary of Agriculture, through the Chief of the Forest Service, on matters relating to the Pacific Northwest National Scenic Trail (Pacific Northwest Trail), as described in the Act. This work was accomplished with the approval of the PNT Comprehensive Plan in 12/2023 and the meetings held from 1/2024-05/2024 kicking off implementation.
How is membership balanced?*This Council will be fairly balanced in its membership in terms of the points of view represented and the functions to be performed. Steps will be taken to encourage fresh points of view, such as establishing staggered membership terms and limiting the number of renewed memberships. The Council will consist of approximately 20 members (not more than 35) who provide balanced and broad representation within each of the following interests:• The Chief of the Forest Service, or a designee; • The Director of the National Park Service, or a designee. • The Director of the Bureau of Land Management, or a designee; And other representatives appointed by the Secretary to 2-year terms: • A representative of the State of Montana (selected from recommendations by the Governor); • A representative of the State of Idaho (selected from recommendations by the Governor); • A representative of the State of Washington (selected from recommendations by the Governor); • At least one representative for Tribes; • The remainder of the council will be comprised of representatives of land users, organizations, or entities with an established interest in the trail such as recreation and trails organizations, hikers, equestrians, mountain bikers, environmental and wildlife organizations, archaeological and historical interests, the timber industry, gateway communities, the tourism industry and/or commercial outfitter interests, environmental education and youth interests, and private landowners.
How frequent & relevant are cmte mtgs?*When last active, 2 meetings per year. Expected to increase in frequency to 4-6 meetings per year, or as often as needed to perform its duties. The committee has no further meetings planned now that it has ended.
Why advice can't be obtained elsewhere?*The committee is necessary to improve collaborative relationships among the people that use and care for the National Forests and to provide advice and recommendations to the Forest Service concerning matters relating to the Pacific Northwest Trail.
Why close or partially close meetings?All meetings were open to the public.
Recommendation RemarksFive meetings were held in FY24 (November 2023, January 2024, March 2024, April 2024, & May 2024). All meetings were virtual over zoom and were open to the public. This committee is legislatively required under the National Trails System Act, and its work will inform the (legislatively required) comprehensive plan for the Pacific Northwest National Scenic Trail. Only one recommendation was made in FY24. It pertained to the intent to ask for consideration by the Secretary to form a Discretionary Advisory Committee.
