How does cmte accomplish its purpose?*The purpose of the Board is to provide advice and recommendations on a broad range of forest issues such as forest plan revisions or amendments, travel management, forest monitoring and evaluation, and site-specific projects having forest-wide implications. The Board will also serve to meet the needs of the Recreation Enhancement Act of 2005 as a recreation advisory board. The Board shall provide timely advice and recommendations to the Secretary through the Forest Supervisor regarding programmatic forest issues and project-level issues that have forest-wide implications for the Black Hills National Forest.
How is membership balanced?*The membership is representative of the Black Hills community interests. The categories are: economic development interest; outdoor recreation, off-highway vehicle users, or commercial recreation; nationally recognized environmental organizations; regionally or locally recognized environmental organizations; dispersed recreational activities; archaeological and historical interests; nationally or regionally recognized sportsmen's groups; South Dakota-elected official ;Wyoming-elected official; county- or local-elected official in South Dakota or Wyoming; tribal government-elected or -appointed official; State natural resource agency official from South Dakota or Wyoming.
How frequent & relevant are cmte mtgs?*The Board will meet approximately six times per year and will attend one summer field tour. A majority of the Board members must be present to constitute an official meeting. The Board or sub-committee shall not hold any meetings except at the call of, or with the advance approval of, the Designated Federal Officer. Attendance may be in-person, by telephone, or by other electronic means.
Why advice can't be obtained elsewhere?*For years, the demands made on the Black Hills National Forest have resulted in conflicts among interest groups resulting in both forest-wide and site-specific programs being delayed due to appeals and litigation. The Board provides a forum to resolve these issues to allow for the Black Hills National Forest to move forward in its management activities. The Board is believed to be one of the few groups with broad enough scope to address all of the issues and include all of the jurisdictional boundaries.

Agency Feedback Comment*There was one recommendation in 2025. The Board voted in favor of the Forest Recreation Fee changes as proposed by the BKNF with the exception of implementing a day use fee. The full Board met three times in fiscal year 2025. Due to the pause for the review of all non-statutory FACA committees, no meetings have occurred since May 2025.Narrative Description*The Black Hills National Forest Advisory Board (the Board) was specifically chartered to advise the Secretary of Agriculture through the Forest Supervisor on management intentions and plans to carry out the Forest Service's mission on the Black Hills National Forest to sustain the health, diversity, and productivity of the Nation's forests and grasslands to meet the needs of present and future generations. The Board helps the Forest Supervisor understand community sentiment, gives viewpoints representing a wide range of community expertise, and provides specific recommendations concerning activities to effect positive management outcomes on issues like forest health, recreation, insects and noxious weeds, travel management, conversion of open space to other uses, and fuel reduction. Since either intent or law and regulation requiring and encouraging public participation guide most of our key program areas, the Board provides an important first look at public reaction to Agency plans and processes.
