How does cmte accomplish its purpose?*The Federal Advisory Council on Occupational Safety and Health (FACOSH) generally meets at least twice a year. FACOSH comprises sixteen members: eight representing federal agency management and eight from labor organizations representing federal workers. FACOSH members are typically Designated Agency Safety and Health Officials (DASHOs)-federal agency personnel at the Assistant Secretary level or possessing a similar degree of authority over occupational safety and health (OSH)-related matters within their agencies), or labor union personnel responsible for federal agency OSH-related issues within their organizations.
How is membership balanced?*FACOSH members are drawn from Federal Government agencies and organized labor groups representing federal government employees. The Committee is composed of eight members from federal agency management, and eight members from labor organizations representing federal employees. FACOSH is chaired by the Assistant Secretary of Labor for Occupational Safety and Health Administration (OSHA). Members serve staggered terms lasting up to three years. An annual, and as needed, request for member nominations is published in the Federal Register to fill these member vacancies. The Secretary of Labor (Secretary) normally appoints members from this list of nominees. However, the Secretary has the authority to appoint individuals who did not submit nominations but possess the appropriate qualifications to fill the vacancy. In addition, the Secretary can reappoint members to successive terms. To maintain balance and fill vacancies, OSHA employs a multi-faceted approach to inform the general public, as well as the Department’s workforce, regarding vacancies on FACOSH, and the period and requirements for submitting nominations.
How frequent & relevant are cmte mtgs?*The full FACOSH generally meets at least twice a year, with subcommittees meeting on an as-needed basis. During meetings, FACOSH considers federal agency occupational safety and health-related issues proposed by members and OSHA. Deliberations are limited to Committee members. Subcommittee meetings provide an opportunity for FACOSH members to more fully analyze the issues identified by the full FACOSH and develop recommendations to present to the Committee.
Why advice can't be obtained elsewhere?*FACOSH is established pursuant to U.S.C. 7902(c)(1), Presidential Executive Order (E.O.) 11612, E.O. 12196, and subsequent E.O.s through E.O. 14109 to advise the Secretary of Labor on all matters relating to the OSH of federal workers. In addition to advising the Secretary of Labor, FACOSH serves as the primary forum for federal agency management and representatives from labor organizations representing federal workers to come together and discuss OSH issues in the Federal Government. No other entity provides this type of broad-based oversight on OSH issues within the Federal Government.

Number Of Recommendations CommentSince its reestablishment in August 2021, the Secretary has approved four recommendations from FACOSH. FACOSH’s four recommendations are: 1) OSHA creating a webpage that would post federal agencies’ best practices/lessons learned, 2) OSHA developing a survey of the agencies to identify best practices and lessons learned, 3) OSHA obtaining feedback from agencies on their experience with inputting data into the Bureau of Labor Statistics Internet Data Collection Facility and discuss this feedback at the next meeting, and 4) OSHA determining if there is a viable pathway to have OPM consider changing the qualifications for the GS-0018 Standard Classification so that agencies can hire better qualified staff which was already attempted by FACOSH in the past.Access Agency WebsiteYes

Agency Feedback Comment*OSHA provided feedback to federal agencies regarding these recommendations through various mechanisms, including, but not limited to the following forums. OSHA provided feedback to federal agencies during Committee proceedings, specifically during the Committee’s deliberation over subcommittee reports and other agenda items. FACOSH reports and recommendations were available for public viewing on the FACOSH homepage. OSHA also provided feedback to federal agencies through the Federal Agency Safety and Health Roundtable. Roundtable meetings meet four times a year and were open to federal senior safety and health managers, medical personnel, technical experts, labor representatives, and other interested parties.Narrative Description*FACOSH was established pursuant to U.S.C. 7902(c)(1), Executive Order (E.O.) 11612, E.O. 12196, & subsequent E.O.s through E.O. 14109 to advise the Secretary of Labor on all matters relating to the occupational safety and health (OSH) of federal workers.
