How does cmte accomplish its purpose?*	Established to conduct an negotiated rulemaking on Entry-Level Driver Training (ELDT), the ELDTAC met from February - May 2015 and issued its recommendations to FMCSA on June 15, 2015. During this time, the committee met for 6 2-day sessions to deliberate on topics of concern to ELDT. The ELDTAC formed working groups (or subcommittees) to address the most salient issues of ELDT so that work could continue outside the plenary meetings.
How is membership balanced?*	Membership was balanced among stakeholders with direct expertise in driver training, including driving schools, training providers, small trucking operators, insurance companies, labor, safety advocacy, law enforcement, motorcoach and school bus organizations, trucking organizations, state oversight organizations, and FMCSA. Additionally, membership was balanced to include women and minorities to the maximum extent practicable.
How frequent & relevant are cmte mtgs?*	ELDTAC met 6 times for 2-days each time from February - May 2015.
Why advice can't be obtained elsewhere?*	As this was a negotiated rulemaking, the members of the committee were selected for their specific expertise on driver training. Collectively, the members of the plenary provided a perspective that could not be obtained elsewhere.

Recommendation Remarks	Established to conduct an negotiated rulemaking on Entry-Level Driver Training, the ELDTAC met from February - May 2015 and issued its recommendations to FMCSA on June 15, 2015. The Committee is extant for 2 years from date of charter. The Agency may reconvene it once we publish an NPRM to get final comments from the members before drafting a final rule.

Outcome Comment	As there currently is no established curricula for training of entry-level drivers of CMVs, this rulemaking would establish such, improving the safety of CMV drivers and the traveling public on our roads. Additionally, establishing training curricula for each segment of the driver population and providing refresher training for those who have been out of the industry for some time encourages a sharper focus on skills and on practices that will improve delivery, save on fuel economy and CMV repair and maintenance, and will result in greater customer satisfaction. Agency Feedback Comment*	Not Applicable	Narrative Description*	ELDTAC supported the Agency's regulatory agenda by assisting the Agency in completing a rulemaking on ELDT and it responds to the MAP-21 Congressional mandate. Additionally, it allowed the Agency to address recommendations made by the NTSB on driver training and by other oversight agencies. ELDTAC's work served as the basis for the Agency's NPRM on ELDT, which is now under review at the Office of Management and Budget. ELDTAC completed its meetings in 2015 and took no action during FY17. The final rule on ELDT was published December 8, 2016. The ELDTAC charter expired 1/15/2017, and there are no plans to renew it.
