How does cmte accomplish its purpose?*The Council supported the establishment and operation of agency labor-management forums, including developing suggested metrics to measure the effectiveness of such forums. To that end, it certified agency implementation plans, and evaluated the effectiveness of those forums. It also prepared guidance for forums and training for labor and management representatives on engaging in pre-decisional involvement and developing metrics.
How is membership balanced?*There were 17 members of the Council, balanced between management and labor as follows. The co-chairs were the Director of OPM and the Deputy Director of OMB. Five members were Deputy Secretaries of Federal Departments. Seven members were representatives from major Federal unions. Two members were representatives of Federal senior executive and manager associations. The final member was the Chair of the FLRA.
How frequent & relevant are cmte mtgs?*The Council first met on February 26, 2010 and held meetings, generally, every other month. The Council held 1 meeting in FY17.
Why advice can't be obtained elsewhere?*The Council facilitated the involvement of employees and their union representatives at all levels of the Federal government to identify problems and develop solutions that foster more effective and productive service to the taxpayer.
