How does cmte accomplish its purpose?*This advisory committee supported the EPA in its participation in the interagency U. S. Climate Change Science Program (CCSP), specifically in (1) implementing Goal 4 of the 2003 CCSP Strategic Plan, and (2) contributing to periodic assessments of climate change and variability as required under the Global Change Research Act of 1990. The primary responsibility of the ACSERAC was to provide an expert peer review of the first external review draft report entitled Preliminary Review of Adaptation Options for Climate-Sensitive Ecosystems and Resources. The EPA is the Administration’s lead agency responsible for producing the Synthesis and Assessment Product (SAP 4.4). The existence and function of ACSERAC is essential to EPA’s commitment to support CCSP Goal 4: “Understanding the sensitivity and adaptability of different natural and managed ecosystems and human systems to climate and related global changes,” through producing SAP 4.4. The primary responsibility of the committee is to conduct an expert peer review of SAP 4.4. The ACSERAC will provide advice to the EPA Administrator on the conduct of this study. There are no other existing EPA advisory committees that have a mission that encompasses Goal 4 and the purpose and content of SAP 4.4. Likewise, existing committees do not have the breadth of technical expertise that is needed for the scientific review of this report. Advice was given by a cross section of knowledgeable individuals involving highly technical issues and management options.On May 2, 2008 the Administrator signed a letter transmitting the Agency's response to the ACSERAC members' advice. The committee concluded its work and was terminated May 30, 2008.
How is membership balanced?*Nominations for membership on the ACSERAC were solicited through the Federal Register. Balanced membership considerations were characterized by: (1) inclusion of the necessary areas of technical and resource management expertise, (2) different scientific perspectives within each technical discipline, and (3) the collective breadth of experience needed to address the Agency’s charge. Expertise will be needed in ecological/ecosystem management and science, wildlife ecology, landscape ecology, systems ecology, biogeography, environmental sciences, social sciences, forestry, land and water management, watershed science, and marine ecology.
How frequent & relevant are cmte mtgs?*The first meeting was held in FY 2008. One face-to-face meeting and one teleconference meeting was held. The committee terminated in FY 2008.
Why advice can't be obtained elsewhere?*The Adaptation for Climate-Sensitive Ecosystems and Resources Advisory Committee (ACSERAC) supports the EPA in its participation in the interagency U. S. Climate Change Science Program (CCSP), specifically in (1) implementing Goal 4 of the 2003 CCSP Strategic Plan, and (2) contributing to periodic assessments of climate change and variability as required under the Global Change Research Act of 1990.
