How does cmte accomplish its purpose?*Consistent with Title II of the Secure Rural Schools and Community Self-Determination Act of 2000, this RAC will meet regularly to review projects proposed by the county and others for development on the Crook County portion of the Black Hills National Forest and recommend worthy projects to the Secretary for approval. The RAC will provide a vehicle for early and continuous coordination with Forest Service officials, and frequent opportunities for citizens, organizations, tribes, other land management agencies, and others to participate openly and meaningfully early in a project. The RAC gives various representatives of interests, who sometimes strongly felt opposing positions, an opportunity to negotiate to a successful conclusion and improve collaborative relationships.
How is membership balanced?*The Secretary shall appoint 15 members and 3 replacement members to represent the following interests: Five persons who represent organized labor; commercial recreations activities; and commercial timber industry. Five persons representing environmental organizations. Five persons representing State and County offices.

Why advice can't be obtained elsewhere?*As the Act requires, the RAC is necessary to review and recommend proposed projects for development on the portion of the Black Hills National Forest within county boundaries because Crook County has set aside funds (Title II) for this purpose. Another purpose of the RAC is to improve collaborative relationships in an area where positions of interest groups are strongly held.

Outcome CommentThrough road re-routing and reconstruction, safety has been improved on major travelways to the National Forest.There is a greater understanding of the processes we have to go through as part of a federal agency. These processes are sometimes seen as cumbersome and unneccessary by the general public. As part of the committee, these members of the public see the value in many of the steps we must go through. This has created a greater trust and understanding in government.Several agencies that have heretofore never applied for grants have become comfortable in the grant making process.Because of our cooperation with other agencies we see an increase in customer satisfaction.Number Of Grants Recommended5

Agency Feedback Comment*Feedback is provided through mailings and meetings.Narrative Description*This Resource Advisory Committee (RAC)is mandated by Congress, under section 205 of PL 106-393, the Secure Rural Schools and Community Self-Determination Act of 2000. The Committee was established for two purposes: (1) to improve collaborative relationships among the people who use and care for the National Forests and the Forest Service, which manages the lands; and(2) to provide advice and recommendations to the Forest Service in identifying and implementing broadly supported land management projects that maintain existing infrastructure, enhance forest ecosystems, and improve land health and water quality. The RAC directly supports the agency's mission goal for ecosystem health: to Promote ecosystem health and conservation using a collaborative apporach to sustain the Nations's forests, grasslands, and watersheds.
