How does cmte accomplish its purpose?*	To advise the Secretary of the Interior (Secretary) regarding the management of the Sonoran Desert National Monument (Monument), as required by the Secretary’s Memorandum of January 19, 2001, and other applicable provisions of law including those cited in Section 14 of this charter. Council will meet periodically to gather and analyze information, conduct studies and field examinations, hear public testimony, ascertain facts, and develop recommendations for the DFO concerning land use planning, management, and uses of the Monument.
How is membership balanced?*	The Advisory Committee will be composed of 15 members from the State of Arizona and St. George, Utah. The Advisory Committee members will be appointed and serve at the pleasure of the Secretary of the Interior.

Why advice can't be obtained elsewhere?*	The Sonoran Desert National Monument (SDNM) Advisory Council should be established as a chartered advisory council to provide counsel and advice to the Manager of the Bureau of Land Management Sonoran Desert National Monument in Arizona with respect to the revision and implementation of the comprehensive plan for the long-range management plan developed in accordance with the Federal Land Policy and Management Act An Advisory Committee comprised primarily of local representatives is necessary to establish and maintain the close coordination and trust necessary for effective management planning and implementation in SDNM. The proposed Advisory Committee is in the public interest in connection with the duties and responsibilities of the Secretary of the Interior, delegated to the BLM, for development and implementation of a comprehensive and long-range management plan prepared in accordance with the Federal Land Policy and Management Act and the National Environmental Policy Act.
