How does cmte accomplish its purpose?*The purpose of MSRC is to provide members of the broadcast and multichannel video programming distribution (MVPD) industries the opportunity to establish recommendations on how to assure optimal reliability, robustness, and security of broadcast and MVPD facilities during emergencies. The goal is to develop best practices regarding the operation of broadcast and MVPD facilities and the restoration of these services during times of exceptional stress. The Committee will examine the vulnerabilities of broadcast and MVPD facilities and identify how to improve current practices. After careful review, the Committee will make appropriate recommendations to the Federal Communications Commission on such best practices and how to conduct outreach to the industry.
How is membership balanced?*MSRC's membership includes senior representatives from mass media companies, cable television and satellite service providers, trade associations, public safety representatives, manufacturers, and other related entities. The members were selected for their different areas of expertise and in order to represent a balanced viewpoint. If necessary, the Committee will also seek the advice of other individuals and entities with more particularized expertise.

Why advice can't be obtained elsewhere?*MSRC provides its members with an open forum in which representatives of different media industries, as well as public safety and interest groups, can converse across different media platforms in order to develop new standards and practices to ensure the continuous operation of media in times of crisis. An advisory committee represents the most appropriate forum for exchanging information, developing recommendations, and coordinating the various industries and organizations involved in order to craft recommendations for the FCC and best practices for the affected industries.

Agency Feedback Comment*Emergency Alert System (EAS) related MSRC recommendations were included in an outstanding NPRM.Narrative Description*MSRC supports the agency's homeland security objectives. MSRC was established in response to the terrorist events of September 11, in reaction to the loss of all major over-the-air broadcast facilities on the roof of the World Trade Center. MSRC formalizes and expands on the Commission's role in joint partnership with media during emergencies. MSRC provides a forum for representatives of all major media to collaborate and plan effectively by developing a set of best practices. Membership includes a diverse group of industry and organization leaders representing broadcast, cable and satellite. Under MSRC's current charter, the group has engaged in significant outreach efforts to encourage emergency planning throughout the community. Its work product inclues best practices incorporated in: Model Vulnerability Assessment Checklists for Broadcast, Cable and DBS stations; Guide to Establishing Local Coordination of Emergency Communication Systems; Local Model Disaster Recovery Plans & Incident Response Manuals for Broadcast, Cable and DBS.
