Committee Detail

Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. See the Data From Previous Years section at the bottom of this page for the committee’s historical, verified data.

Details on agency responses to committee recommendations can be found under the Performance Measures section for each committee in the fields “Agency Feedback” and “Agency Feedback Comment.”

Legislation Status
How does cmte accomplish its purpose?*The Proposal Review Panel conducted approx 72 panel meetings in FY07. Each panelist sucessfully reviewed, ranked, and/or made constructive remarks serving as a contributing factor in the final disposition of proposals reviewed. Examples of the types of proposals reviewed by the panelists are: Dynamic System Modeling, Sensing and Control, Geotechnical and Geohazards Systems, Infrastructure and Information Systems, Solid Mechanics and Materials, Engineering, Structural Systems and Engineering, Network for Earthquake Engineering Simulation, and Nano-Bio Mechanics.
How is membership balanced?*Membership selection is based on program expertise, a broad perspective of engineering, geographical representation, and consideration of women, disabled scientist and engineers and minorities and the private sector.
How frequent & relevant are cmte mtgs?*There were two deadlines or target dates designated for receipt of proposals. Each program must conduct a panel review after each of those dates.
Why advice can't be obtained elsewhere?*It is the general feeling of the CMS program directors that much better judgement is obtained from the interaction of experts in a panel setting. However, panel review in combination with mail review can provide better judgment regarding the merits of a proposal.
Why close or partially close meetings? To review proposals that included information or a proprietary or confidential nature, including technical information; financial data such as salaries; and personal information concerning individuals associated with the proposals.
