How does cmte accomplish its purpose?*The Aeronautics Research Advisory Committee (ARAC) was chartered by NASA to review the strategies and programs of the Aeronautics Research Mission Directorate. The scope of the Committee's activities included oversight of policies and investments in aviation systems research applicable to commercial aircraft, high performance aircraft, and the National Airspace System. The Committee evaluated NASA's relationships with the Federal Aviation Administration and the Department of Defense, ensuring coordination within the scope of their joint research and activities. To accomplish its purpose, the Committee was organized along the Mission Directorates Strategic Themes. ARAC formed subcommittees in those four areas. The subcommittees were: Airspace Systems Program, Aviation Safety & Security Program, Vehicle Systems Program and Aviation Safety Reporting System.
How is membership balanced?*The ARAC membership was comprised of experts from the national aerospace community. While the membership varied, it represents other government agencies, airlines and airports, manufacturers of commercial airliners, engines, and air traffic systems. The membership was continuously reviewed to ensure appropriate and balanced representation of that community. Members were selected specifically for their broad technical representation of the aerospace technical disciplines, their understanding of the national and international aerospace environment, and cultural diversity. Members represented the major customer and partner groups for NASA-developed technology as well as academia.
How frequent & relevant are cmte mtgs?*During the past fiscal year, five meetings were conducted by ARAC and a number of its subcommittees (Airspace Systems Program Subcommittee, the Council of Deans, and the Aviation Safety Reporting System Subcommittee). All meetings were relevant in providing NASA valuable opportunities to interact with industry, academia, other government agencies, and the public. The ARAC meeting was relevant in that it reported on the transition to a new NASA Administrator, and subsequent implications for the three Aeronautics Research Mission Directorate programs. The ARAC provided direct and timely advice and recommendations to the Associate Administrator for the Aeronautics Research Mission Directorate as well as to the NASA Advisory Council. The subcommittee meetings were relevant in that NASA, industry, academia, and agencies were able to report on and discuss timely issues regarding technology, regulation, and systems.
Why advice can't be obtained elsewhere?*Members of the Committee were selected expressly for their expertise and recognition in areas that are distinctively applicable to NASA's aerospace technology development objectives. The members provided advice on the means of achieving these NASA objectives, bringing to NASA the valuable perspective of outsiders with expertise that was beyond the scope of internal Agency resources. They also recommend approaches to establishing alliances with other customers that were based on their unique positions in the private and public sectors.

Agency Feedback Comment*ARMD provided ARAC committee members with minutes of each meeting. The recommendations and actions were captured in the notes. A disposition of actions and recommendations were provided to committee members which were reviewed at the beginning of each committee meeting.Narrative Description*As expert representatives of the aerospace community (OGA, industry, and academia), their reviews and recommendations helped strengthen the aeronautics contributions to the agency's mission and strategic plan. Their role is to review Aeronautics Research Mission Directorate (ARMD) strategic directions and technology portfolio and provide advice or recommendations on technology research and development plans and programs, as well as policies and other matters relevant to ARMD's responsibilities in achieving the Agency's goals and objectives. Subcommittees to the ARAC also conducted special studies to assist the Mission Directorate and the NASA Advisory Committee (NAC)in gaining additional perspectives and data on critical items, thus supporting NASA's decision-making process.
