How does cmte accomplish its purpose?*The Committee held its meetings at NASA Headquarters and its field centers, where the senior managers of NASA's major programs and large businesses made presentations to the Committee about the past, current, and projected participation of small, disadvantaged and women-owned businesses in its contracts and subcontracts. The Committee asked questions during the presentations, analyzed the presented information and made formal and/or informal recommendations, as appropriate, with regard to improving the utilization of small businesses in the various NASA programs. Such recommendations have contributed to NASA presently awarding more contract and subcontract dollars to the aforementioned entities than at any other time in its history.
How is membership balanced?*The Committee balanced its membership by selecting a diverse set of men and women that own different types of high tech small disadvantaged businesses, representing various regions of the United States. Members are also selected from Historically Black Colleges and Universities (HBCU's), other minority educational institutions (MI's), and large businesses. This assists the Committee in addressing important issues from a multi-perspective approach.
How frequent & relevant are cmte mtgs?*Full meetings were held once a calendar quarter. They were relevant to monitor major ongoing contracts where small, minority and women-owned business participation is at issue and/or to discuss new or changing Federal laws and policies that impact on how such firms are utilized by NASA. The Committee's evaluation of the subcontracting practices of NASA's major prime contractors has contributed to NASA subcontracting a higher percentage of its total contracting budget to minority-owned firms and women-owned businesses than any other Federal agency.
Why advice can't be obtained elsewhere?*There is no other organization that had ready access to the type of information available to the Committee in order to gather facts, analyze facts and make appropriate recommendations. Because this Committee had detailed, expert knowledge of NASA's procurment policies and practices toward small disadvantaged businesses, it was the only group able to give prudent and informed advice to the Agency on such matters. Moreover, because of its continuing status, the Committee was the only organization that can conduct follow-up and monitor Agency actions carried out in response to Committee recommendations. Finally, because of the diverse technical expertise of the membership, the Committee provided invaluable input in the shaping of policy through its understanding of the often complex, technical nature of many of the contracts in question.
