How does cmte accomplish its purpose?*The Leadership Initiatives Advisory Panel is responsible for the review of applications for funding in all disciplines that support excellent, catalytic, model projects which will significantly advance the arts in communities, large and small, across the country, or that represent projects of major significance to one or more fields in the arts. This involves making qualitative judgments on the merits of each application and reaching consensus on which applications should be recommended for funding. These recommendations are carefully reviewed by the National Council on the Arts and finally by the Chairman of the National Endowment for the Arts. In FY 04 this committee reviewed approximately 320 applications and cooperative agreements requesting approximately $24,400,000 and recommended approximately 135 grants and cooperative agreements totalling approximately $10,300,000.
How is membership balanced?*The Leadership Initiatives Advisory Panel includes persons who have a depth of knowledge about more than one artistic discipline, professional artists in a wide range of disciplines, arts presenting professionals, folklorists, arts administrators, educators, trustees/patrons, critics, scholars, foundation executives, state, local or regional arts agency representatives, informed lay persons and others who bring a wide range of experience and a diversity of professional viewpoints to the work of the panel. The panel also includes a broad geographic and cultural representation plus a reasonable balance of men and women.
How frequent & relevant are cmte mtgs?*This Committee has been merged with four other Committees to form the Arts Advisory Panel. It is anticipated that the committee, or sections thereof, will hold approximately 70 meetings in future years. Meeting dates will continue to be determined by the application deadlines, the number of applications to be considered, and the dates on which panel reocmmendations on grants and guidelines must be considered by the National Council on the Arts.
Why advice can't be obtained elsewhere?*The cost of employing Federal staff with the same broad range of professional expertise would be prohibitive. Also, qualitative judgments in the divers areas of aesthetics, artistic expression and creativity are best provided by professionals who work or have expertise in the various artistic disciplines. There is no other established body which could meet the special advisory needs of this unique and continually evolving program.

Outcome CommentUse of peer review panels is specified in the National Endowment for the Arts’ legislation. By ensuring that these panels include highly qualified representatives of the various disciplines as well as varied expertise; and geographic, ethnic, and gender balance, the agency not only provides the best possible basis for its grantmaking decisions, but also attempts to assure both its applicants and the public that these decisions are made with care and understanding by individuals who are well respected in their fields. Cost Savings CommentThe Arts Endowment is required by law to constitute peer review panels to make funding recommendations. These panels primary responsibility is to provide guidance to the staff for awarding grants. The Agency has a specific amount of money available for these grants, and cost savings is not a factor in the panels’ work.Grants Review CommentThe Leadership Initiatives Advisory Panel members recommend applications for funding but generally do not recommend specific amounts. The staff recommends amounts based primarily on the number of applications recommended by the panel and the funding available. All deliberations of the Combined Arts Advisory Panel are held in closed session, and the names of all rejected applicants are kept confidential.
Agency Feedback Comment*Once recommendations have been reviewed by the National Council on the Arts and final decisions approved by the Chairman, panelists are either provided with the lists of grants awarded, including the amounts recommended or can access information on the Agency's website.Narrative Description*The mission of the National Endowment for the Arts is “The National Endowment for the Arts enriches our Nation and its diverse cultural heritage by supporting works of artistic excellence, advancing learning in the arts, and strengthening the arts in communities throughout the country.” The Arts Endowment’s carries out this mission primarily by awarding grants that address its major goals of supporting “Artistic Creativity and Preservation (to encourage and support artistic creativity and preserve our diverse cultural heritage),” Learning in the Arts (to advance learning in the arts),” Access to the Arts (to make the arts more widely available in communities throughout the country),” and “Partnership for the Arts (to develop and maintain partnerships that advance the mission of the National Endowment for the Arts).” The Leadership Initiatives Advisory Panel supports the work of the agency in all of these goals.In addition to basic grantmaking programs and activities, the Arts Endowment considers special leadership projects or activities that specifically address an Agency goal and outcome. Applications that address such initiatives, or, in some cases, proposed concepts that may lead to grants or cooperative agreements are reviewed by the Leadership Initiatives Advisory panel to ensure that they meet the criteria of artistic excellence and artistic merit.
