How does cmte accomplish its purpose?*Committee is used for reviewing and evaluating proposals; evaluating presentations pertaining to performance and funding; and carrying out visits on-site to determine performance potential or adequacy. Because the programs funded by the Division are complex, a wide variety of perspectives from numbers of people greater than those employed on staff, must be obtained. Therefore, the proposals are reviewed by panel instead of ad hoc reviews.
How is membership balanced?*The panel includes mathematicians, scientists, mathematics educators, science educators, technology experts, administrators, policy experts, assessment experts, equity experts, school teachers, college professors, and researchers. The functions include: proposal review, evaluation, discussion, writing reports. Panelists consider what they have read, seen, and heard. They then discuss and interact with each other; with the proposers; and with ESR staff members and, finally, render ratings and recommendations to ESR.
How frequent & relevant are cmte mtgs?*In FY 03, 7 meetings were held and we expect to hold 0 meetings next fiscal year.
Why advice can't be obtained elsewhere?*There are no existing sources that can provide the advice needed by this panel. The programs conducted by ESR are dynamic. The advisors must be people that keep abreast of the evolution of the programs and of related developments. In addition, the knowledge required is not available from any single source, because of the complexity of the programs. Finally, the interaction among panelists is essential to the advice. Only by discussing the programs and related issues and concerns, can the panel develop the advice needed by the programs and by the Division.
Why close or partially close meetings?To review proposals that includes information of a proprietary or confidential nature, including technical information; financial data such as salaries; and personal information concerning individuals associated with the proposals.
