How does cmte accomplish its purpose?*The Special Projects Advisory Panel is responsible for the review of applications for funding of projects that cannot be considered by other Endowment Advisory Panels and for discussion of projects that relate to the agency's guidelines and grantsmaking process. This may involve making qualitative judgments on the merits of applications and reaching consensus on recommendations for funding. These recommendations are carefully reviewed by the National Council on the Arts and finally by the Chairman of the National Endowment for tne Arts. The panel also makes recommendations on issues of policy and may address other issues of special interest or concern to the agency.
How is membership balanced?*The Special Projects Advisory Panel may include professional artists in a wide range of disciplines, arts presenting professionals, folklorists, arts administrators, educators, trustees/patrons, critics, scholars, foundation executives, state, local or regional arts agency representatives, informed lay persons and others who bring a wide range of experience and a diversity of professional viewpoints to the work of the panel. The panel also includes a broad geographic and cultural representation as well as a reasonable balance of men and women.
How frequent & relevant are cmte mtgs?*This Advisory Panel did not meet during FY 04. This panel will be merged with other Arts Endowment panels into a single Arts Advisory Panel.
Why advice can't be obtained elsewhere?*The cost of employing Federal staff with the same broad range of professional expertise would be prohibitive. Also, qualitative judgments in the sensitive areas of aesthetics, artistic expression and creativity should not be dominated by a government Bureaucracy of whatever size. There is no other established body which could meet the special advisory needs of this unique and Continually evolving program.
