How does cmte accomplish its purpose?*The Fellowships Advisory Panel is responsible for the review of applications and nominations in those disciplines that award individual fellowships, including Literature(Literature Fellowships), Folk & Traditional Arts (National Heritage Fellows) and Music (American Jazz Masters). This involves making qualitative judgments on the merits of each application or nomination and reaching consensus on which individuals should be recommend for awards, These recommemmendations are carefully reviewed by the National Council on the Arts and finally by the Chairman of the National Endowment for the Arts. In FY 04, after review of approximately 2000 applications and nominations for over $32,000,000, the Endowment made approximately 77 awards totalling some $1,495,000.
How is membership balanced?*The Fellowships Advisory Panel includes persons who have a depth of knowledge about the artistic discipline in which the fellowships are awarded, including professional artists in the appropriate disciplines, folklorists, critics, scholars, state, local or regional arts agency representatives, informed lay persons and others who bring a wide range of experience and a diversity of professional viewpoints to the work of the panel. The panel also includes a broad geographic and cultural representation as well as a reasonable balance of men and women.
How frequent & relevant are cmte mtgs?*Meeting dates were determined by the deadlines for applications in each area, the number of applications or nominations to be considered, and the dates on which panel recommendations on grants and guidelines needed to be considered by the National Council on the Arts. The Committee held four meetings in 2004, and has now been merged with four other committees to form the Arts Advisory Panel.
Why advice can't be obtained elsewhere?*The cost of employing Federal staff with the same broad range of professional expertise would be prohibitive. Also, qualitative judgments in the divers areas of aesthetics, artistic expression and creativity are best provided by professionals who work or have expertise in the various artistic disciplines. There is no other established body which could meet the special adivsory needs of this unique and continually evolving program.

Outcome CommentAs specified in the agency’s Strategic Plan, one of the Endowment’s major efforts is building public confidence. This includes: integrity in decision-making; the support of excellence; responsive leadership through policy, research, education, and convening in addition to grantmaking; and recognition that Federal support, rather than an end in itself, serves as a strong financial stimulus for private sector support of the arts. The strategic plan also specifies “an increased capacity to serve the public and to demonstrate its accomplishments and importance to the life of the Nation.”Use of peer review panels is specified in the National Endowment for the Arts’ legislation. By ensuring that these panels include highly qualified representatives of the various disciplines as well as varied expertise; and geographic, ethnic, and gender balance, the agency not only provides the best possible basis for its grantmaking decisions, but also attempts to assure both its applicants and the public that these decisions are made with care and understanding by individuals who are well respected in their fields.Number Of Grants Recommended77

All deliberations of the Fellowships Advisory Panel are held in closed session, and the names of all rejected applicants are kept confidential.

This information is also made available on the Agency's website.Narrative Description*The mission of the National Endowment for the Arts is “The National Endowment for the Arts enriches our Nation and its diverse cultural heritage by supporting works of artistic excell3ence, advancing learning in the arts, and strengthening the arts in communities throughout the country.” The Arts Endowment’s carries out this mission primarily by awarding grants that address its major goals of supporting “Artistic Creativity and Preservation,” Learning in the Arts,” Access to the Arts,” and “Partnership for the Arts.”The Arts Endowment is committed to serving the American people through the fair and responsible awarding of grants, contracts, and leadership initiatives. Through sound business practices, effective and responsible use of resources, and innovative and dynamic leadership, the Agency achieves high performance and accountability. The agency’s management goal is: “To enable the Arts Endowment to achieve its mission through effective, efficient, and responsible management of resources.” Advisory panel meetings provide the peer review that is the foundation for ensuring that the Endowment supports projects of artistic excellence and artistic merit, as specified in the agency’s legislation. Through its recommendations for funding and discussion of policy issues affecting the National Endowment for the Arts the Combined Arts Advisory Panel directly supports the mission and strategic plan of the Arts Endowment.
