How does cmte accomplish its purpose?*The Partnership Advisory Panel is responsible for the first level of review of applications for funding in the field of State and Regional Arts Agencies, which receive at least 40 percent of the agency's grant funds. This involves making qualitative judgements on the merits of each application and reaching consensus on funding recommendations. These recommendations are carefully reviewed by the National Council on the Arts and finally by the Chairman of the National Endowment for the Arts. During FY 2004, the panel recommended 64 grants totalling approximately $41,347,000. The panel assessed current program policies and made recommendations for future guidelines, and application and review procedures, deadlines, and other policy issues. The Arts Endowment acted on 100% of the Committee's recommendations.
How is membership balanced?*The Partnership Advisory Panel includes staff and board members of state, local, or regional arts agencies as well as artists, arts administrators, educators, informed lay persons and others who bring a wide range of experience and diversity of professional viewpoints to the work of the panel. The panel also includes a broad geographic and cultural representation plus a reasonable balance of men and women.
How frequent & relevant are cmte mtgs?*Meeting dates were determined by the deadlines for applications in each area, the number of applications to be considered, and the dates on which panel recommendations on grants and guidelines needed to be considered by the National Council on the Arts. The Committee held four meetings in 2004, and has now been merged with four other committees to form the Arts Advisory Panel.
Why advice can't be obtained elsewhere?*The cost of employing Federal staff with the same broad range of professional expertise would be prohibitive. There is no other established body which could meet the special advisory needs of this unique and continually evolving program.

Grant amounts are also listed on the agency's website.Narrative Description*The mission of the National Endowment for the Arts is “The National Endowment for the Arts enriches our Nation and its diverse cultural heritage by supporting works of artistic excellence, advancing learning in the arts, and strengthening the arts in communities throughout the country.” The Arts Endowment’s carries out this mission primarily by awarding grants that address its major goals of supporting “Artistic Creativity and Preservation,” Learning in the Arts,” Access to the Arts,” and “Partnership for the Arts.” The Partnership Advisory Committee’s work relates most directly to the last of these major goals. The Arts Endowment is committed to serving the American people through the fair and responsible awarding of grants, contracts, and leadership initiatives. Through sound business practices, effective and responsible use of resources, and innovative and dynamic leadership, the Agency achieves high performance and accountability. The agency’s management goal is: “To enable the Arts Endowment to achieve its mission through effective, efficient, and responsible management of resources.” Advisory panel meetings provide the peer review that is the foundation for ensuring that the Endowment supports projects of artistic excellence and artistic merit, as specified in the agency’s legislation. Through its recommendations for funding and discussion of policy issues affecting the National Endowment for the Arts the Combined Arts Advisory Panel directly supports the mission and strategic plan of the Arts Endowment.
