How does cmte accomplish its purpose?*The panel carried out a study of the policies, management and organizational practices, and cultural elements of the United States Air Force Academy that were conducive to allowing sexual misconduct at the United States Air Force Academy. The panel reviewed the actions taken by the US Air Force Academy personnel and other Department of the Air Force officials in response to allegations of sexual assaults at the Air Force Academy; reviewed directives issued by the US Air Force pertaining to sexual misconduct at the US Air Force Academy; review the effectiveness of the process, procedures, and policies used at the Academy to respond to allegations of sexual misconduct; reviewed the relationship between the command climate for women at the Academy, and circumstances that resulted in sexual misconduct; reviewed, evaluated, and assessed such other matters and materials appropriate for the study; and reviewed and incorporated, as appropriate, the findings of ongoing studies being conducted by the Air Force General Counsel and Inspector General.
How is membership balanced?*The law states that the panel shall be composed of 7 members, appointed by the Secretary of Defense from among private United States citizens who have expertise in behavioral and psychological sciences and standards and practices relating to proper treatment of sexual assault victims, as well as the United States military academies. Nearly 90 names were considered for appointment, and the selected members represent a cross-section of expertise and points of view.

Why advice can't be obtained elsewhere?*The Panel was established by law to conduct a study independent of any other DoD studies. The panel reported its findings, conclusions, and recommendations to the Secretary of Defense and the Chairmen of the Committees on Armed Services of the Senate and House of Representatives on 9/22/03, 90 days after its first meeting. Public Law 108-11, Emergency Wartime Supplemental Appropriations Act, April 2003, directed the Panel be established.
