How does cmte accomplish its purpose?***Committee has been terminated**The Team advises the Bureau of Land Management (BLM) in assessing the effectiveness and appropriateness of mitigative stipulations established in the Northeast NPR-A Integrated Activity Plan/Environmental Impact Statement (EIS), Record of Decision (ROD) 1998. The Team focuses its attention on assessing NPR-A research and monitoring needs, developing and recommending research priorities, and applying improved technology and operating practices.
How is membership balanced?***Committee has been terminated**Team Member Representation: Federal Gov.: 5 members representing: BLM, MMS, DOE, U.S. Fish & Wildlife-AK, USGS; State Gov. 1 member to represent Alaska Department of Fish and Game; Local Gov: representative: 5 members to represent: North Slope Borough, oil and gas, or related, industry; nat. or reg. recognized environmental or resource conservation organization; nat. resources or nat. sciences academician; and the public at large. Alternates to primary members for categories (iv), (v), (vi) and (vii) will be appointed by the Secretary in the same manner in which primary member appointments are made. It should be notede that the Alaska Department of Fish and Game has declined to join this RMT as an official memeber.
How frequent & relevant are cmte mtgs?***Committee has been terminated**The Team meets at least twice per year. Additional meetings may be called by the DFO or by the Team with the concurrence of the DFO. One meeting per year will be held in conjunction with the NPR-A Subsistence Advisory Panel.
Why advice can't be obtained elsewhere?***Committee has been terminated**The Team's proposed functions could not be performed by the Bureau of Land Management (BLM) or any other agency on its own because one of its primary functions, besides advising the BLM as to what research and monitoring is necessary, is to facilitate the coordination of research and monitoring efforts by several agencies and the oil and gas industry. These functions could not be performed by an existing advisory committee because no such committee represents the agencies involved nor does it have the scientific expertise to evaluate research needs or research study designs. Public meetings could not perform the Team's proposed functions for the same reasons.
