How does cmte accomplish its purpose?*Commission terminated October 27, 2002. Legislation to reauthorize the Commission for an additional 10 years is pending in Congress.The Golden Gate National Recreation Area Advisory Commission provides a public forum for development of issues concerning areas of the Golden Gate National Recreation Area and Point Reyes National Seashore. The Commission provides a recognized forum for receipt of public opinion and allows the parks to maintain constructive, informal contacts both with other public agencies and the private sector which can aid in heightening the spirit of cooperation between the National Park Service and these groups.
How is membership balanced?*The 18 members of the Commission are appointed by the Secretary of the Interior from among nominations by either members of the public or by local government and private organizations. Nine appointments are at-large, chosen to ensure representation of all of the geographical areas affected by the Golden Gate National Recreation Area and the Point Reyes National Seashore. Three seats are specifically designated for representatives from the minority communities of the Bay Area. The final complement thus represents the communities, organizations, and local government bodies of the Bay Area that are most interested and involved in the development and operations of the Golden Gate NRA and the Point Reyes NS.
How frequent & relevant are cmte mtgs?*The full Commission meets at least twice a fiscal year, or as often as necessary to provide input to policy decisions. The Commission is relied upon for advice, as elements of the General Management Plan for the Golden Gate National Recreation Area, NPS policies and GGNRA park regulations are discussed by the Commission; and, as land issues are resolved within the legislated boundaries of Golden Gate NRA and the Point Reyes National Seashore. The public forum is a necessary part of the decision and planning process as the General Managemnet Plan and the Presidio planning process are carried forward. Elements of the General Management plan are of vital interest to the local communities and would spark much controversy if not brought before public review. In addition, the level of public interest in the Presidio has been made evident by the amount of public participation in all the Commission meets which have been held on issues of planning and management at the Presidio and cooperation and coordination with the Presidio Trust Board.
Why advice can't be obtained elsewhere?*The Commission has been established to meet with and advise the Secretary of the Interior, or the Secretary's designee, on general policies and specific matters related to planning, administration and development affecting the Golden Gate National Recreation Area and other units of the National Park System in Marin, San Mateo and San Francisco Counties, including the transfer of the Presidio from the Department of Defense to the National Park Service and the future management of the Presidio. The advice and direction gained from the Commission in providing input to park policy is necessary to maintain the credibility of the National Park Service with the public, and to foster interagency cooperation for the National Park Service ventures and development as the General Management Plan is implemented.
