How does cmte accomplish its purpose?*	The Committee provided a public forum for establishing coverage policy for paying for diagnostic laboratory tests.
How is membership balanced?*	With the exception of the representative of the Office of Clinical Standards and Quality (OCSQ), Centers for Medicare & Medicaid Services (CMS), committee members represented nongovernment interests, such as professional medical and laboratory associations. A neutral facilitator served as the Chair.
How frequent & relevant are cmte mtgs?*	No meetings were held in Fiscal Year 2002.
Why advice can't be obtained elsewhere?*	Section 4554(b) of the Balanced Budget Act of 1997 required the Secretary to adopt national coverage and administrative policies for clinical diagnostic laboratory tests using a Negotiated Rulemaking process.
Why close or partially close meetings?	No formal committee meetings were closed to the public.
Recommendation Remarks	The Final Rule was published on 11/23/2001, with an effective date of November 25, 2002. A Negotiated Rulemaking Committee terminates upon promulgation of the Final Rule.
