How does cmte accomplish its purpose?*The scope and objectives are to collect information and study issues related to Federal, State, and local special education programs with the goal of recommending policies for improving the educational performance of students with disabilities. The duties and responsibilities are to examine available research and information, on effectiveness and cost of special education and the appropriate role the Federal Government in funding and programming. The Commission held five meetings and eight Task Force subcommittee hearings in various cities across the country. The Commission reported to the President its findings and recommendations on July 1, 2002 in its report entitled, A New Era: Revitalizing Special Education for Children and their Families.
How is membership balanced?*Membership was drawn from public and private sectors, as well as up to five ex officio members from the Departments of Education and Health and Human Services. Members will include recognized special education experts, researchers, parents and young adults with disabilities selected from across the nation.
How frequent & relevant are cmte mtgs?*The Commission met five times, with eight additional meetings of its Task Force subgroups. The meetings assisted the Commissioners in collecting information and studying issues related to Federal, State, and local special education programs, and in discussing the appropriate text for their final report.
Why advice can't be obtained elsewhere?*This committee is essential because of the President's initiative No Child Left Behind. Advice of the committee is not available from other sources because experts in the fields have not come together to respond to this problem.
Why close or partially close meetings?No closed meeting were held.
Recommendation RemarksThis Commission terminates as prescribed in the Executive Order, 30 days after its report is issued. The report was issued on July 1, 2002.
