How does cmte accomplish its purpose?*The Biological Sciences Special Emphasis Panel reviewed and evaluated proposals for various programs such as Research Experiences for Undergraduates - Sites; Minority, Biological Informatics and Microbial Biology Postdoctoral Research Fellowships; Biological Databases and Informatics; Field Stations and Marine Laboratories; Living Stock Collections; Biological Research Collections; Plant Genome Research; Biocomplexity; Integrated Challenges in Environmental Biology; Partnership for Enhancing Expertise in Taxonomy; Doctoral Dissertation Improvement Grants Research and Education; Undergraduate Mentorship in Environmental Biology; and Nanoscale Science Initiative. The panel's advice is weighed carefully by the program staff in making funding recommendations.
How is membership balanced?*Members of the panel are selected to be representative of all scientific areas and types of institutions coverd by the various activities. Balance is maintained with regaard to geograhical, gender, relative seniority and institutional dimensions. Continuing efforts are made to improve balance with regard to ethnic minority status. Representatives of both large and small institutions ae sought, as well as several scientists from for-profit corporations.
How frequent & relevant are cmte mtgs?*Panel meets at least once a year as soon as practical after proposal deadlines of the special initiative proposal. Continuance of the panel is essential to fair and equitable decision-making as to which proposals are supported.
Why advice can't be obtained elsewhere?*The breadth of expertise required for fair peer evaluation of the variety of proposals received transcends the ability of NSF staff, so outside advice from practicing life scientists is essential. Panel review is the only viable means to obtain adequate review of proposals in these varied programs.
Why close or partially close meetings?To review proposals that included information of a proprietary or confidential nature, including technical information; financial data, such as salaries; and personal information concerning individuals associated with the proposals.
