How does cmte accomplish its purpose?*The Advisory Panel for Neuroscience evaluates research proposals in six broad areas: behavioral neuroscience, computational neuroscience, developmental neuroscience, neuroendocrinology, neuronal & glial mechanisms, and sensory systems. In FY2001 this panel reviewed roughly 766 research proposals competing for funds, and their evaluations resulted in recommendations for roughly 162 new awards for a total of roughly $35M. Using NSF's review criteria, the Panel discussions in closed sessions provide necessary expert perspective in comparing projects over a wide range of topics to help the Program Managers decide on recommendations for funding. The Panel also has open sessions to provide advice to the NSF about trends and opportunities in neuroscience research, and about improving proposal submission and review features. Every Panelist is an active scientist, so each of them provides a direct communication link between the program administration at NSF and the fields being supported, so there develops a better understanding of the needs and advances in the community, and the ability of NSF to promote and advance the fields.
How is membership balanced?*The Panel had 63 members serving during 2001, chosen for needed expertise in the fields represented in the proposal submissions, with attention to diversity of gender, ethnic background, career stages, and type of institution represented. There were 41 men and 22 women; 10 were minority.
How frequent & relevant are cmte mtgs?*The Neuroscience Panel members had a total of 9 meetings in FY2001, at sessions typically attended by 8-10 members. Unsolicited research proposals come in two target dates each year, typically around 275-325 each round. The meetings represent a critical stage of discussion in the process of reviewing these proposals for scientific merit.
Why advice can't be obtained elsewhere?*The Neuroscience Panel meeting is the only time when the submitted proposals are discussed confidentially and critically in context, with written reviews from other experts and in direct comparison with other proposals, for scientific merit. The breadth of expertise, and two stages of proposal review (written and discussion) are essesntial to thoroughly evaluate the strengthts and weaknesses of proposals competing for limited funding resources. The Program Officers weigh the Panel comparisons heavily in making funding recommendations on how NSF resources most effectively can promote advances in the field of neuroscience.
