How does cmte accomplish its purpose?*The panel for the Physiology and Ethology Program provides advice in four disciplines: Animal Behavior, Evolutionary and Ecological Physiology, Integrative Animal Biology and Integrative Plant Biology. For fiscal year 2001, a total of 850 competitive proposals were reviewed and a total of about $37 million were awarded for the recommendations made. The panel is composed of scientists with outstanding qualifications in the above-named disciplines who help rank the proposals so that the agency can more easily identify the most meritorious projects. In addition, the panel provides advice on the scientific trends, issues, and needs of the scientific and academic community. It also serves as an important means of exchange for ideas, concerns, and concepts between the academic and/or scientific community and agency.
How is membership balanced?*The panel is first balanced based on the panelists broad scientific qualifications. Secondly, the composition of the membership of the committee is as diverse as possible in terms of gender, ethnicity, demography, and type of institution represented. The panel of 101 individuals served during 2001 were chosen for their scientific qualifications. There were 44 women and 57 men, there were 7minorities.
How frequent & relevant are cmte mtgs?*In order to review the 850 proposals fairly and adequately, a total of 8 meetings were held during fiscal year 2001. An average of 10 - 15 panelists per meeting attended these meetings. Each panelist is expected to be an expert in one of the major disciplines and have a scientific background that is broad in perspective as well as being an expert in one of the major disciplines.
Why advice can't be obtained elsewhere?*Because of the numerous research findings, emerging fields, and movement of scientific trends, the agency needs to have the expert advice of scientists who are at the forefront in their respective fields. Armed with scientific expertise and knowledge of the current trends, the panelists can easily rank the proposals in a given scientific discipline. In addition, panelists are able to readily identify other experts in each of the disciplines as well as potential conflicts of interest that exist at the wide array of institutions.
Why close or partially close meetings?To review proposals that included information or a proprietary or confidential nature, including technical information; financial data such as salaries; and personal information concerning individuals associated with the proposals.
