How does cmte accomplish its purpose?*The Panel reviews 636 proposals at each meeting, and typically recommends about 25% for funding. A Panel Summary is prepared explaining funding recommendations and establishing scientific standards for the conduct of research in Systematic and Population Biology.
How is membership balanced?*The Panel consists of approximately 95 persons selected from the scientific community so as to be reasonably representative of subspecialty competence within Systematic and Population Biology. The different types and sizes of institutions having research programs in Systematic and Population Biology and representational balance by gender, race and geographical regions in the United States are also taken into consideration in panelist selection.
How frequent & relevant are cmte mtgs?*The Panel meets six times a year (twice of Systematics Biology, twise for Population Biology, and once each for Biotic Surveys and Inventories and PEET). Six panels, three in Systematics and two in Population Biology, meet each year following three cycles of proposal solicitation, to review a total of 400-700 proposals; scientific advances and progress are appraised and proposals judged against these latest findings.
Why advice can't be obtained elsewhere?*The meetings of the Panel provide a unique mechanism for frank and candid discussion among scientific experts on the relative merits of proposals and also of the reviews solicited independently by mail. The Panel can view the merit of each proposal in relation to the entire group of proposals before it, thus providing invaluable advice to the program officers.The testing of scientific theories and hypotheses with new experiments and observational data requires continual appraisal; the review of research proposals thus requires continuing scrutiny by scientists active in the field, serving as peer reviewers of the merits and standards of research proposed for government support. Merit-review panels composed of scientific peers provide the comparative context in which reviews provide candid and informed evaluation of scientific ideas and theories and the observational and experimental data on which they are founded.
Why close or partially close meetings?To review proposals that included information of a proprietary or confidential nature, including technical information; financial data, such as salaries; and personal information concerning individuals associated with the proposals.
