How does cmte accomplish its purpose?*The Advisory Panel reviewed and evaluated 463 proposals in FY01. Each proposal on the average receives at least two written reviews by Panel members. The full committee discusses each proposal and usually makes a recommendation in one of four categories: Must Fund, Should Fund (if funds are available), Revise and Resubmit, and Do Not Fund. The full committee's deliberations are reported in a separate panel summary for each proposal. The Panel's recommendations are valued. When the Panel recommended funding at the highest priority (about 5% of the time) that recommendation was followed. When the Panel recommended a proposal be declined (more than 50% of the time), the recommendation almost always (more than 95% of the time) is followed. Often proposals are discussed by the Panel in parallel with subpanel meetings that group similar proposals together. The discussion in the full panel provides extremely useful comparisons across different lines of research and different research methods including quality, performance improvement, innovation and organizational change, implications for institutional educational reform and provides a concensus of industry and academic experts, when appropriate. The panel also provides a sounding board for new organizational ideas, research opportunities, and new initiatives. The Panel has played an extremely important role in the management of the Panel Study of Income Dynamics, Decision Making for Environmental Policy, and other large projects--providing very detailed advice on how to improve these projects.
How is membership balanced?*The Panel consist of men and women in both industry and academia throughout the United States with expertise in math, statistics, physics, geography and economics, risk perception and management, management science and group decision making, judgement , individual decision making, quality, performance improvement, innovation and organzational change research.The panelists advice helped to evaluate the new trends in neurologically-based research,statistical analysis of the workforce, technical manufacturing-improvement oriented studies and the dissemination of information on new initiatives to the constituent research communities.
How frequent & relevant are cmte mtgs?*The Advisory Panel met six times this year, four in the Spring and two in the Fall, to accommodate the number of proposals received by the Programs. The function of the advisory panel is essential to the operation of the Programs because the expert advice of the panelists cannot be obtained through the regular ad hoc review process.
Why advice can't be obtained elsewhere?*Written reviews are not a substitute for Panel discussion and joint industry-academic panel discussions. The expert judgment and input to the merit review process is not available in other sources. The panel is critical to helping shape and nurture the rapidly developing science areas of economics, decision and management sciences and innovation and organizational change research.The members of the Panel are usually those researchers who currently are the most influential and prolific publishers in their subfields of research. The discussion among the Panel members (something that cannot be achieved without a Panel) adds coherence and consensus to the evaluation process. Indeed, given the broad array of proposals and the need to calibrate judgment in order to prioritize proposals, face-to-face discussions are critical to effective review.
