How does cmte accomplish its purpose?*The objective of the Committee was to achieve a consensus on a new formula for the determination and distribution of operating subsidies to the nation's public housing agencies. The Committee undertook an examination of several options using between-meeting workgroups, consulting assistance, and other resouces made available by HUD. Two Commissioners from the Federal Mediation and Conciliation Service (FMCS) were Co-chairs of the Committee and were helpfulin assisting the Committee members reach a consensus.
How is membership balanced?*FMCS and HUD entered into an interagency agreement in November 1998 for FMCS to undertake interviews with a broad range of stakeholders to determine if there was interest in using regulatory negotiations to develop a new formula and, if so, what parties should be invited to participate. The recommendation by FMCS was that a Neg-Reg Committee be formed. FMCS recommended 28 names for membership
How frequent & relevant are cmte mtgs?*With the exception of August 1999 and January 2000, the Committee maintained a monthly meeting schedule between its initial meeting in March 1999 and its final meeting in March 2000. Each meeting was located in the Washington, DC metropolitan area and lasted two or three days. Between meetings, there were several work group telephone conferences chaired by a Committee member and facilitated by one of the FMCS Co-Chairs. The use of work groups tasked to explore and make recommeendations to the Committee was a key factor in making the full Committee meetings relevant.
Why advice can't be obtained elsewhere?*The decision to develop a new formula for the determination and distribution of operating subsidies using regulatory negotiations was one made by Congress.
Why close or partially close meetings?There were no closed meetings of the Committee.
Recommendation RemarksThe Committee reached a consensus on preamble and regulatory text for an allocation formula for the distribution of operating subsidies. The Committee text was used as the basis for a proposed rule that was published in the July 10, 2000 Federal Register.
